Minutes
May 11, 2000
The meeting was called to order at 6:00 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts by Chairman James J. Nugent, Members Nancy
Carlson, Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services
Administrator were present.
The minutes of the April 13, 2000 Nancy Carlson made a motion to accept the minutes as
read seconded by Colleen Seferian and approved as read 2:0:0. One abstention.
The meeting began with discussion regarding the budget. Town Meeting voted to pass the
Town Budget including the Human Services /Health budget without changes. The Pay
and Classification vote passed effecting two members of the Health Division - Public
Health Nurse and Health Services Administrator. The Health Inspector was increased by
5 hours through the Tobacco Control Grant. This makes 24 hours /week with information
on enforcement Staff will staff intact. The Assistant Town Manager who acts as
department head, position has been voted back into the budget by town meeting after a
reconsideration vote was taken. The Health Division relies and continues to rely on
numerous grants. (Title 5, Tobacco, Drug Free Communities, Nutrition grant, DPH Hep-
B grant.)
A draft letter of commendation to Dowd Pediatrics was reviewed by the Board. The State
Immunization Program and DPH completed an audit of the pediatric office immunization
record for children 2 years and younger. The office scored 92% and was number 11 out
of 74 in the region. The staff was invited to a presentation banquet by the state. The
Reading Board of Health voted 3:0:0 to send them a letter of commendation and
congratulations on a job well done.
The Board was brought up to date on the potable well survey has been sent to the 20 well
registered in town as drinking water wells. The surveyed asked usage and last chemical.
analysis. Results will be presented in May.
Each member of the Board has sent in the Administrator's evaluation to the Assistant
Town Manager.
Discussion of Local Board of Health Draft Regulations on: Body Piercing: Section 23
was removed from the table for further discussion. The Board viewed a brief film on
body altering as well as further information from periodicals on body piercing. The Board
requests information from Saugus before the June 8 meeting. The question for Saugus is
do they have regulations and/or do they have a body piercer operating within their town.
Wakefield and Stoneham BOH are reviewing piercing regulations.
Each section was reviewed. The Board voted 3:0:0 to have an Open Meeting at 6:15 p.m.,
June 8, 2000. The Open Hearing by the Board of Health will be published in the Reading
Daily Times Chronicle for two weeks prior to the open meeting on Body Piercing
Regulations Sec. 23.
