Minutes
November 9, 2000
The meeting was called to order at 6:07 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts Chairman James J. Nugent, and Nancy Carlson,
Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator
were present.
The minutes of the October 12, 2000 were read. Nancy Carlson made a motion to accept
the minutes as read. The motion was seconded by Colleen Seferian and approved as read
vote: 3:0:0.
Next order of business:
0 Housing Reports: 38 Salem Street -rooming house complaints were discussed with
the Board regarding response time by the landlord to time frames established by the
health division related to regulations.
26 Canterbury Drive - family living in trailer. Infant sleeping
Inside grandparents house. Working closely with DSS. If family does not leave the
trailer that is against zoning regulation. Case will be brought to court.
Latham and Latham presented case representing Governors Drive Development
flood plain. They request favorable report to the single-family structure be neither
subject to flooding or within the 100 year flood plain. On November 8, 2000 the
Conservation Commission voted the site was not subject to a wetland regulation
determination. Nancy Carlson made a motion after the presentation by Ogren of
Hayes Engineering to send a favorable report from the Reading Board of Health for
the construction of a single family home on town sewer at Governors Drive. The
motion was seconded by James Nugent Vote 3:0:0. The Health Administrator will
forward a letter to Latham and Latham regarding the Board's findings.
1480 Main Street - Dog owner requesting return of animal to town after two severe
dog bite attacks. One attack on a child age 6 and one on and adult both requiring
hospital treatment. Owner stated dog has had 3 training sessions since July with an
animal behaviorist. In the animals defense the owner presented a letter from the
behaviorist, Jay Livingston. The letter states animal needs at least 5-7 sessions per
week. There have been 13 weeks with 3 sessions. The BOH asked questions of Mrs.
Morin and tabled the decision until the Health Administrator could speak directly
with the behaviorist. The chairman told Mrs. Morin not to have hope regarding the
decision and that the BOH would respond by mail with 2-3 weeks regarding their
decision.
• Board of Health Member Colleen Seferian gave a report on the successful advance
Board member training she attended on November 4, 2000 regarding public Health
Core Functions and budgets.
• Vote 3:0:0 to send letter of support to the neighbors of Mill and Short Street in their
effort to secure public health and safety from unintentional injury on the road without
sidewalks. The letter will be forwarded to the Selectmen for review. The Board will
send this in direct response to the neighbors from the Board of Health.
• Flu clinic October 25 - 660 immunizations given. Clinic went well. All senior
housing clinics are completed and homebound visits have begun. At this time Carol
Fiocco, RN PHN has completed 80 visits. The Division expects a total of 100 home
visits to be made.
• Grant update - Tobacco grant working smoothly. Laurie Lane, enforcement specialist
has resigned to take a position at Lahey clinic for 20 hours per week. Safe and Drug
Free Communities grant has been cut to $18,000, Sealer of Weights and Measures has
$20,000 grant.
• The Chairman noted congratulations to the Health Services Administrator on her
statewide Public Health Nursing Award for Dedication and Excellence in the Field of
Public Health Nursing.
Motion to adjourn made by Nancy Carlson seconded by Colleen Seferian to adjourn
voted 3:0:0.
