HomeMy WebLinkAbout2000-12-14 Board of Health MinutesBoard of Health Meeting Minutes December 14, 2000 The meeting was called to order at 6:01 P.M. Reading Town Hall, Berger Room, and 16 Lowell Street, Reading, Massachusetts Chairman James J. Nugent, and Nancy Carlson, Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator were present. The minutes of the November 9, 2000 were read. Nancy Carlson made a motion to accept the minutes as read. The motion was seconded by Colleen Seferian and approved as read vote: 3:0:0. Next order of business: • Review of prelininary plans for the Beacon street development, concerns for the BOH are the following: public sewer, run-off and flooding trash control and storage. The board will review next set of plans before comment. • Review of preliminary plans of Main Street 1340 development excepted by the Board of Health as preliminary. Vote 3:0:0 New Business Emergency permit as Public Health Issue regarding Beaver Dam at track Road effecting Line, Elm and Eaton Streets. The discussion involved residents of both effected areas, conservation member Flint and questions of the BOH to the Health Administrator. Reviewing the evidence presented in measured water levels, the number of effected homes with cesspools and septic systems, the past history of the water table in the area the BOH voted 3:0:0 to invoke the emergency public health hazard regulation 321CMR 2.08 and MGL c. 131, Sec. 40. The Health Administrator was directed to attend the December 20 Conservation Commission meeting and to contact trapper to be prepared to completely invoke the emergency law. • The agenda was taken out of order to hear from a resident, Ron Wood. Mr. Wood came before the Board to request an inspection of his tenant's property. The Board informed him of his responsibility and the responsibility of the Board of Health. Mr. Wood also complained of trash around McDonald's. Quik Mart and Dunkin' Donuts on Main Street. The Board directed the Health Administrator to look into the trash. complaint. • Next item:" Last Night" Temporary Food Permits December 30, 2000 8 permits to be granted. The Chairperson of the program requests waiving of fees. Colleen Seferian motioned to waive the temporary food-licensing fee of $15 per vendor for last Night, December 30, 2000. The motion was seconded and voted 2:0:0. The Health Administrator will notify the vendors. • The Board also voted to have only allow prepackaged /labeled food and drinks sold in the field house 2:0:0 • Next order of business Administrative update: • Flu clinics. 1,875 immunizations given and the clinics are completed. • Housing complaints continue 8 initial heating complaints with 20 re-inspections Motion to adjourn made at 8pm seconded and voted 2:0:0 Respectfully submitted he M.
