Board of Health Meeting
Minutes
April 12, 2001

The meeting was called to order at 6:00 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts Acting Chairman Nancy Carlson, Colleen
Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator were
present. James J. Nugent excused.
The minutes of the March 8, 2001 were read. Colleen Seferian made a motion to accept
the minutes as read. The motion was seconded by Nancy Carlson and approved -vote:
2:0:0.
Next order of business:
• Review of operating guidelines. Continued adjustments made. Tabled until May
meeting for continued review.
The Board was given an update on the meningitis clinic scheduled for May 8 at
Reading Memorial High School students. The permission letter and information
sheets have been sent to parents. The return date of the signed permission sheet with
the check for the vaccine is due April 27, 2001.
Presentation regarding the closure and development of the landfill.
o. Brad Latham, attorney for Dickinson development introduced the
• Paul P. Ozarowski, PE of Haley & Aldrich, Underground Engineering and
Envirommnetal Solutions. The process of how the landfill will be closed and the status of
the DEP status of the assessment of the comprehensive closure. Corrective Action
Alternative Analysis ( 3 part document) (C triple A) must be applied to DEP by Mid May
and approved or rejected within 90 days. Therefore, must be completed by November
2001.
Discussion regarding migration of and control methane gas and cover of the
land life and process used burn - off with emergency gauges, fill clean and
tested before and after for heavy metals, storm water will be discussed by
Project Manager - Mark Noguiera, Vanassa Hangen Brustlkin, Inc.
Mark Nogueira, Project Manager Vanasse Hangen Brustlin, Inc. the presentation
covered storm water run off and surface treatment gas trap of methane. Detailed
discussion was held regarding storm run off and holding containers garage site.
Lowest level of each building stone barrier and negative pressure to prevent
integration into the building. The buildings will have slab basement with monitor
and trigger system regarding ventilation. The trigger / alarm system response at
extremely low level of concern. Example given of buildings built on landfills -
Kennedy Library at Columbia Point, Dorchester; elementary school Cambridge.
The process - removes and refills level at 2 natural tiers for a natural slope. There
will be a system to accoutedate shift in the decomposition under the cap. Drainage
is the biggest challenge according to the engineering company, which is complicated
by Walkers Brook bordering the site.
All the building will be constructed on piles and sealed after they piles enter the cap.
Landscaping will be completed with all shallow root plants and trees. - No water
infiltration system.
The Pest management control issue draft is attached to the minutes.
Administrative update :
• Sealer of Weights and measures continues to recuperate from his fall.
Substitute Sealer Robert Rose is managing Reading's vital issues.
• Public Health Nurse has a student intern Heidi Pfeiffer, RN from Emmanuel
College has completed her internship with the health division.
• Mercury thermometer exchange program established - Health division
waiting for the arrival of the mercury free thermometers. The press releases
will begin in May for public education. Joan Hoyt from the Solid waste
committee presented concerns and questions to the BOH regarding the
mercury collection program.
• Update to the board on multiple housing issues.
• Motion made to adjourn meeting at 8: 30 p.m. by Colleen Seferian and
seconded by Nancy Carlson vote 2:0:0.
• Next meeting scheduled for May 10, 2001.
