Board of Health Meeting
Minutes
May 10, 2001
The meeting was called to order at 6:00 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts Chairman James J. Nugent, Nancy Carlson,
Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator
were present.
The minutes of the April 12, 2001 were read. Colleen Seferian made a motion to accept
the minutes as read. The motion was seconded by Nancy Carlson and approved -vote:
3:0:0.
Next order of business:
• Review of operating guidelines. Operating guides accepted 3:0:0. Guidelines will be
signed at June meeting.
• The Board was given an update on completed meningitis clinic scheduled for May 8
at Reading Memorial High School students. 44 students were immunized.
Immunization cards mailed to parents. Positive clinic the Division will plan to offer
the clinic again next year.
Discussion regarding the closure and development of the landfill.
Migration of and control methane gas and cover of the land life and process used burn
- off with emergency gauges, fill clean and tested before and after for heavy metals;
storm water will be addressed in the C AAA application to DEP to be filed in August.
Letter of agreement form the BOH will be sent with the application. BOH will sign
letter in June due to the cancellation of the July BOH meeting.
• Discussion regarding waste management - Dumpster control as a BOH
responsibility. BOH recommendations are to give warning then 2°d complaint
issue $100 fine.
• Review of development projects: 1375 Main Street, Beacon Street, and (Ashley
Place) Pond View.
• Next Order of Business presentation by David Henley, Superintendent of East
Massachusetts Mosquito Control Project. FY 01 EMMCP in Reading treated
492 acres FY02 budget covers treatment for 365 acres.
David presented issues around the development of the Project Reading
financial contributions and the response to nuisance species.
West Nile Virus - Culex mosquitoes - 5 mosquito species
Breed in catch basins, pools of standing water, tires with
standing water, tree holes and around decaying vegetation.
To reduce number of mosquito at the source has become the protocol of the
MDPIi. Therefore reducing larvae at catch basins by mid June is an
appropriate time. Altosid briquettes in 2500 catch basins would reduce a
large number of larvae. Surrounding communities are treating their basins.
Prevention through education to the community regarding standing water
within their own backyards.
In Reading there are a number of traps. If a mosquito is identified as
carrying WNV the next phase of treatment of adult mosquito destruction will
begin. Presently without identification the protocol is source reduction.
Truck spray in Reading may happen in areas where houses are close
together. About 2/3 of the town. For this to work the people and mosquito
population needs to be high.
If and when spraying occurs notification is done through newspaper,
Webster and cable.
• Administrative update
• Sealer of Weights and Measures back at work after injury.
- • Mercury thermometer exchange program has begun. Early response
limited. Need to increase press coverage.
Update to the board on multiple housing issues.
• Motion made to adjourn meeting at 8: 45 p.m. by Colleen Seferian and
seconded by Nancy Carlson vote 3:0:0.
• Next meeting scheduled for August 9, 2001.
