October 11, 2001
The meeting was called to order at 6:04 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts James J. Nugent, Jr., Nancy Carlson, Colleen
Henessey - Seferian, Gail Wood Selectman liaison and staff liaison Jane Fiore, Health
Services Administrator were present.
The minutes of the September 13, 2001 were read and accepted. 3:0:0.
Next order of business:
• Board member Nancy Carlson presented her resignation to chairman James J.
Nugent. Nancy will be perusing a new direction in her profession and volunteerism.
We all wish her well and will miss her expertise she lent to the BOH. Jim requested
that it be a permanent part of the record that the Board appreciates all Nancy Carlson
time and efforts given to the Town of Reading to maintain Reading's goal as a
healthy community.
• The next order of business was the response of the local MEMA team. The
information gathered by the CDC, MDPH and the responsibility of the LBOH to offer
calm and re-assuring facts around anthrax. At times this may counter the news media
- but that is the job.
• Update on the landfill closing. The project is delayed by 2-3 months. The DEP
CAAA has been approved and the only pending decision is to remove the
contaminated silt or leave in place. DEP was unclear with their order by placing a
carivart attached. BOH members discussed the contaminants and all agreed with the
present knowledge it is safer to remain in place than to be dredged from the brook.
• Review of development projects. Projects included 306 Main Street - Getty Gas
Station remodel, 1375 Main St development of multiple family in aquifer district, 2-4
West Mobil Gas station redevelopment as convenience store, gas station, Dunkin
Donuts, and office, Reading Wine and Cheese Shop.
• Administrative update :
• Mercury thermometer exchange program completed . In three months with very
little publicity a positive response. If and when a grant is available this would be
a positive program for an addition to the hazardous waste day pick up with
Stoneham:
0 Update to the board on multiple housing issues.
• Questions were brought to the BOH regarding the increase in pigeon droppings
under the 128 Bridge on West /Washington St. The Board recommended calling
Sen. and state reps. This issue remains on the table. No response from the State
highway department at this time.
New Business
Influenza clinics have begun: distribution to nursing homes completed. Senior
housing clinics, Tannerville, Cedar Glen, Peter Sanborn Place and Longwood Place
completed all immunizing 210. The first of three planned public clinics completed
citizens over 65 522 immunized.
