Reading Town Hall, Berger Room, and 16 Lowell Street, Reading, Massachusetts James J. Nugent, Jr., Colleen Henessey - Seferian, Barbara Meade and staff liaison Jane Fiore, Health Services Administrator were present. The minutes of the October 11, 2001 were read and accepted. 2:0:0. 1 abstention Next order of business: • Congratulations were extended to new Board member Barbara Meade. Discussion on Board of Health training from Massachusetts Association of Health Boards and when they are available. Ms. Meade was very interested and grateful for the information. • The information on the draft plan for the upper Ipswich River Water Shed. The discussion dealt with the use of the surrounding towns and the draw on the river. The primary goal is cooperation by surrounding towns to minimize the use of the river during the diy season. • Beaver Dam report - the Town Manager has transferred $750 from free cash with a vote from the finance committee to pay the certified trapper John Benedetto to work on the beavers at the Track Road beaver pond. The 10-day emergency application will begin December 22, 2001. Following the trapping the DPW will breach the dams. The project should be completed by January 12, 2002. Conservation Commission chairman Will Finch signed the emergency breaching permit. • Report on flu clinics. The clinics went smoothly although there was no Public Health Nurse on Staff. 1800 clinic immunizations were given and 70 home visits. The department has 200 remaining doses. Local providers will take some of the available vaccine and the BOH will offer clinics to the fire department and the police department. • Training on MEMA and anthrax was informative. Police, Fire and Public Health will work together for local preparedness. • Change in fee schedule for the sealer of weights and measures was tabled until January meeting. • Development review the new openings of Angelo's pizza at the Atlantic supermarket went smoothly, The Reading Wine Shop has been denied their plumbing variance by the state plumbing board and will be required to install another bathroom. • Rachael Sacco, RN bagan work on December 4, 2001 as our new public health nurse. • Administrative update : • Update to the board on multiple housing issues. • Questions were brought to the BOH regarding the increase in pigeon droppings under the 128 Bridge on West /Washington St. The State Highway department power washed both under bridges and will place them on a quarterly cleaning rotation.
