Minutes
January 10, 2002
The meeting was called to=order at 6:04 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts James J. Nugent, Jr., Colleen Henessey -
Seferian, Barbara Meade and staff liaison Jane Fiore, Health Services Administrator were
present.
The minutes of the December 13, 2001 were read and accepted. 3:0:0.
Next order of business:
• Chairman requested change in agenda to accommodate representatives from the high
school, Principal Frank Orlando and Marc Alterio.
• Presentation from schools regarding Tobacco use within Reading Memorial High
School. Marc Alterio presented packets to each BOH member containing medical
issues, legal issues ethical issues and proposed anti-smoking regulation. The
Discussion regarding the proposal included Ruth Brophy Tobacco Control Director.
The proposal guidelines were accepted by the Board and will be taken under
advisement. The BOH has requested they Administrator write an amendment to the
BOH regulation Section 16 regarding smoke free high school complete with punitive
measures. The board has agreed to send a letter to the principal via the Health
Administrator expressing their general support of the proposal. The vote on the
specific amendment will take place at the February 7, 2002 Board of Health meeting.

• Fees for Sealer of Weights and Measure tabled until February 7, 2002 meeting
• The information on the draft plan for the upper Ipswich River Water Shed. The
discussion dealt with the use of the surrounding towns and the draw on the river. The
primary goal is cooperation by surrounding towns to minimize the use of the river
during the dry season.
• Beaver Dam report - seven Beavers have been trapped and removed from the Track
Road pond area. The dams have been breached and the conduit has been cleaned by
the Reading Department of Public Works. Emergency permits have been signed and
filed.
+ Flu vaccine 100 doses have been returned to the vaccine depot in Tewksbury.
• Administrative update :
• Two tanning establishments have requested applications for operation
+ Christy's has changed ownership - interviewed new owner.
• Reading Wine Shop denied by the State Plumbing Board to operate with one
handicap Bathroom needs to install new bathroom. BOH regarding the increase
