Minutes
February 7, 2002
The meeting was called to order at 6:04 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts, Colleen Henessey - Seferian, Barbara Meade and
staff liaison Jane Fiore, Health Services Administrator were present. Staff presenters Jack
Fusco, sealer of Weights and Measures and Ruth Brophy, Tobacco Control Coordinator.
The minutes of the January 10, 2002 were read and accepted with date correction from
2001 to 2002 . (vote 2:0:0)
Next order of business:
• Chairman requested change in agenda to accommodate representatives from the
Tobacco regulation discussion. Tobacco regulation's amendment 16.16 was read into
the minutes. The board began discussion regarding the amendment with the Tobacco
Coordinator. There were 6 minor spelling corrections and one addition under the first
offense by a visitor to be a warning. A motion to correct was made to accept the
amendment to the Board of Health regulations 16.16. Vote 2:0:0. The Board director
the Health Director to inform the school administration that the regulations are no in
effect and the individuals responsible for ticketing must come to the BOH meeting in
March to be made agents of the Board regarding this issue.
• Fees for Sealer of Weights and Measure next issue. Jack Fusco, Sealer of Weights
and Measures presented the need to increase the fees for the regular scales and the
gasoline pumps. He also presented the annual report, which is sent to the state
department of consumer affairs. The Town receives a copy as a courtesy. The general
fund earns nearly $4,000 from the gasoline pumps alone. Each year for the past 5
years the sealer has received a grant on item pricing from the state which assists the
consumer and also other purchases of equipment for the department. This year the
grant is for $25,000. A motion was made by Barbara Meade to accept the proposed
fee change and seconded by Colleen Seferian. Voted 2:0:0. The Board also
congratulated Jack on a job well done.
• The introduction of the Public Health nurse to the Boarded was again tabled.
• Beaver Dam report - three Beavers have returned to the area. The trapper has
observed the area and when it is safe will try to trap the alpha male.

0 Two tanning establishments have requested applications for operation
• Christy's has changed ownership - interviewed new owner.
• Reading Wine Shop denied by the State Plumbing Board to operate with one
handicap Bathroom needs to install new bathroom. BOH regarding the increase
• 1371 Main St. Prime Gas station is remodeling
• 306 Main St. Getty Gas Station remodeling
• Starbucks coffee has applied for common victual license but nothing else as yet
288 Main St.
• Hepatitis B adolescent clinic began the first week of February at Parker and
Coolidge Middle Schools. (170 students)
• Motion made for adjournment at 7:35 p.m. by Barbara Meade, seconded by Colleen
Seferian. Meeting adjourned 2:0:0 at 7:37 p.m.
