HomeMy WebLinkAbout2002-05-09 Board of Health MinutesBoard of Health Meeting Minutes May 9, 2002 The meeting was called to order at 6:05 P.M. Reading Town Hall, Berger Room, and 16 Lowell Street, Reading, Massachusetts, James J. Nugent, Chairman, Colleen Seferian and Barbara Meade and staff liaison Jane Fiore, Health Services Administrator were present. The minutes of the April 11, 2002 were accepted as read. 2:0:0. March 14, 2002 minutes were accepted as read. 3:0:0. Next order of business: • The RMHS principal, Frank Orlando, Vice Principals- Cheryl O'Brien, Michael Scarpido and Athletic Director, Phil Vaccaro were voted as agents of the Board of Health to have the legal right to write non-criminal disposition violations to any individual who smokes on the school property after a warning has been issued and according to the Reading Board of Health Regulations Section 16. 1- 16 a non- criminal disposition ticket will be issued. The school system has sent a letter to parents regarding the procedure in April. The students will be offered an educational program and the ticketing process will begin in September. A book of tickets was given to the principal at this Board of Health meeting and a second book will be issued to the athletic director at a later date. Smoke free area signs will be purchased by the BOH for the Athletic Department. • Discussion of Floor Drain Regulations in Zone 2 for water treatment plant and commercial plants - part of the DEP requirements for applications by Water Treatment Plant. Discussion positive. Vote tabled until. June meeting after open public hearing. • Linda Houle requested a variance from the BOH regarding second failure of the National Certification Exam. The BOH voted to allow Ms. Houle to continue to work through June. Ms. Houle stated she is taking an anatomy refresher course and will apply for the exam in July. The last exam requires 300 point to pass Ms. Houle's score = 294. • Donna Obden requests a variance to practice massage therapy without National Certification. She has taken the exam 3 times lasted score 251. The BOH voted to allow her to continue to service her clients until the end of May at Health Touch and take the exam over on July 27, 2002. The board wished her well in the exam. • Administrative update • Applications for licenses have been sent for all businesses • Star Bucks to open mid May • Continued meetings with Development Review Team regarding Longwood Place, Spence Farms, and Reading Business Park ( landfill development). • Motion made for adjournment at 7:15p.m. by Barbara Meade, seconded by Colleen Seferian.
