Reading Town Hall, Berger Room, and 16 Lowell Street, Reading, Massachusetts, James J. Nugent, Chairman, Colleen Seferian and Barbara Meade and staff liaison Jane Fiore, Health Services Administrator were present. The minutes of the August 8, 2002 were accepted as read. 3:0:0. Next order of business: • Dumpster permit fees and regulation changes tabled. • Administrative report: • Safe and Drug Free schools grant discussed reduction to $13,000 • New clerical staff - Sam Ok has begun as the Board of Health point person • Flu vaccine reduced by 15% -20% we have gone from 2000 doses to 1500 doses. The plan to strictly follow the Department of Public Health guidelines before administrating immunization. • Clerical staff is reviewing regulations and the date each has been voted on to look at reviewing or updating New Business • Presentation by Dickinson Development regarding the capping of the landfill and the development of Walkers Brook Crossing. • Edward Shaw, Vice President Dickinson Development presented the development and the time line for the capping of the landfill. A presentation regarding the components of capping and the retaining wall as well as the storm water retention system. The methane gas collection system was discussed regarding the closed burning system. The landfill has not been used for many years and there is 40 feet of rubbish therefore the engineers feel strongly the methane gas issue although existing is not critical. Barbara Meade asked who would monitor the site. The answer from Dickinson was an onsite project environmental engineer. The process with Department of Environmental Protection is on schedule. The 3AAA for closure was sent to DEP in March updated in July and David Adams of DEP requested a number of answers regarding Air Quality. The following town Boards, Committees and Commissions have approved the plan, Conservation, Community Planning and Development Commission. The attorney, Brad Latham requests a letter of support / approval from the Board of Health. Barbara Meade moved for the above letter of approval in agreement with the Department of Environmental Protection acceptance of the proposal.
