The meeting was called to order at 6:03 P.M. Reading Town Hall, Berger Room, and 16
Lowell Street, Reading, Massachusetts, by Colleen Seferian, Vice Chair and Barbara
Meade and staff liaison Jane Fiore, Health Services Administrator were present.
The minutes of the October 15, 2002 were accepted as read. 2:0:0.
Next order of business:
• Dumpster permit fees and regulation changes tabled for further discussion with a full
Board present.
James Kavanaugh presented plans to construct new septic system at 1457 Main
Street. Pressure system will be installed in the front of the property due to elevation
and size of lot as well as placement of leaching field. Plans were also reviewed by
engineering department. Barbara Meade made a motion to accept the plans as
presented with the expectation of submission of as built plans following final
inspection. Motion seconded by Colleen Seferian. vote 2:0:0.
• Tobacco Enforcement officer, Nancy Smith introduced to the Board. Nancy discussed
her roll in Reading. The Board voted her an agent of the Reading Board of Health
giving her the privilege to write tickets regarding only the tobacco enforcement
regulation Section 16.
• Gary Hart, Acting Vice Principal of RMHS was also voted as an agent of the Board
of Health to issue tickets to RMHS students only on high school property. Discussion
regarding the coping of the regulations and ticket book was completed before the
vote. Vote 2:0:0
• BOH was update on the following issues :
Hospice at 620 Haverhill St. will be owned by the Eastern Middlesex VNA
questions were sent to the presenting attorney Latham and Latham. The director
of the hospice will present to the BOH at the next meeting, December 12, 2002.
Micro-pigmentation application for makeup was discussed briefly regarding the
information forwarded by the tattoo artist. Barbara Meade will investigate and
forward information to the Health Administrator to prepare for the next meeting
in December. The artist will not come before the Board in December.
Administrative`report • Safe and Drug Free schools grant received funds $13,443
• Flu clinics completed report attached.

• Clerical staff is reviewing regulations and the date each has been voted on to
look at reviewing or updating beginning in the New Year.
Motion to adjourn made by Barbara Meade at 7:35 seconded by Colleen Seferian and
voted 2:0:0.
