Reading Town Hall, Berger Room, 16 Lowell Street, Reading, Massachusetts, by James J. Nugent, Jr., Chairman, Colleen Seferian, Vice Chair and Barbara Meade, secretary and staff liaison Jane Fiore, Health Services Administrator were present. The minutes of the January 9, 2003 were accepted as read 3:0:0. Next order of business: • Mr. Steven Parker of Covanta Universal Waste Company came before the Board of Health to present a medical mercury collection program. The elements of the program are Covanta the Town's waste company would provide free advertisement for the mercury collection, the container, and the drop off at the BOH and the pick up of the container at the BOH. Pick up of florescent bulbs can be at the town wide hazardous waste day as it is presently. If the Town wishes a universal waste shed Covanta will pay for it, but the town has to man it. This collection would only be offered to municipal offices and citizens/residents of the town no commercial offices. The medical mercury pick up could be at multiple sites during one a month. BP clinics and BOH with a Beginning and end date. The chairman thanked Steven for his input and the Board will take this matter under advisement. The Board after discussion voted the month of May would be mercury collection month. The container would be at the office of the BOH and begin on May 1 and end May 31, 2003. If the project goes well continuation of the program will be discussed. Open Hearing regarding Dumpsters continued: State Law 31A indicates restriction of time by local authority is illegal. Therefore the section regarding "shall not empty" will read is requested not to empty dumpsters between 6:30 am and 11 p.m. The discussion of fines and permits both temporary and annual at $50. Vote 3:0:0 Open hearing adjourned. Next order of business: review section 9.4.2 change 3 years to 5 years for PIC to hold valid food preparation program. Colleen Seferian moved to make change in regulation seconded by Barbara Meade and voted 3:0:0 Discussion regarding grease trap regulations was limited the Board agreed local regulations are not necessary. To utilize the plumbing inspector and the state the decision regarding Getty Gas Station and the sale of tobacco to minor was health code. 0 Administrative report : • Report on discussion with MASSPRO application for reimbursement of flu and pneumonia immunizations. The Board was informed of the limited finance of the state and therefore limited supply of the vaccine. • Housing issues discussed • License applications for annual permits are being worked on by the BOH clerical Motion to adjourn the meeting was made by Barbara Meade at 7:15 seconded by Colleen Seferian and voted 3:0:0.
