The meeting was called to order at 6:06 P.M. Reading Town Hall, Berger Room, 16
Lowell Street, Reading, Massachusetts, by Colleen Seferian, Vice Chair. Barbara Meade,
secretary, David Mitchell Singer and staff liaison Jane Fiore, Health Services
Administrator were present.
The minutes of the June 12, 2003 were accepted as read 2:1:0.
Next order of business:
• Introduction of new member David Mitchell Singer to the board. He was welcomed
as each member gave a brief resume and also discussion of their experience on the
BOH.
• Tobacco program discussed. The state has cut the entire budget. The program had
ended on June 30, 2003 now the state has offered the 9 town collaborative $53,000 to
do youth compliance checks. The former director Ron Boureguard will accept the
temporary position two complete the compliance checks for the nine towns on a part
time basis.
• Discussion of the Town by-law (5.5.4.2 ) pertaining to smoking, comparison to the
BOH regulation and state regulation: Bylaw: No person shall smoke or have in his
possession any lighted cigar, cigarette or other tobacco product in any building or
room owned or occupied by the Town other than in specifically designated areas. The
Town Manager, the Superintendent of Schools and the Manager of the Municipal
Light Department shall designate areas in which smoking shall be allowed and shall
post an appropriate number of signs indicating those areas in which smoking is
prohibited.
BOH regulation 16.2: Smoking restrictions in certain public places........
...Buildings and vehicles owned or leased by the Town of Reading, including school
buildings and vehicles.
• Discussion: Colleen Seferian stated we need consistency within the town
regulations with the Board of Health regulations. Barbara Meade expressed
the need to be consistent with the ETS prevention issues we, as a BOH have
been directing for the last nine years. A motion was made by Barbara Meade
to create consistency with the BOH regulations and the Town By Laws by
rescinding the following words from bylaw 5.5.4.2 other than specifically
designated areas. 'The Town Manager, the Superintendent of Schools and the
manager of the Municipal Light Department shall designate areas in which
smoking shall be allowed and shall post an appropriate number of signs
indicating those areas in which smoking is prohibited.
The motion was seconded by David Mitchell Singer. Vote 3:0:0.
• Reorganization of BOH to be completed at the September meeting
• Board training to be done in the late fall by the MAHB David Mitchell Singer and
Barbara Meade.
• With all the sun protection grants and the increase in the cost of tanning establishment
license it was recommended to the Health Administrator by Barbara Meade articles
be placed in the press regarding melanoma and basic prevention.
• Sealer of Weights and Measures received a grant for $25,000. Congratulations to Jack
Fusco
• Landfill project discussed and the site visit invitation on September 18, 2002 at 5:30
pm. The BOH will meet following the site visit at Town Hall. Cancel our September
11, 2003 meeting in memory of the victims of 9/11
• Administrative report :
• Cholesterol screening clinics discussed.
• PHN to return after 12 week of family leave on September 2, 2003
• New clerical staff hired, Darlene Foley.
Motion to adjourn the meeting was made by Barbara Meade at 7:45 seconded by Colleen
Seferian and voted 3:0:0.
