The meeting was called to order at 6:05 PM Reading Town Hall, Berger Room, Reading,
Massachusetts, Chairman, Colleen Seferian, Barbara Meade and David Singer. Staff liaison
Jane Fiore, Health Services Administrator.
The minutes of the March 10, 2005 accepted as read 2:0:0 (1 excused)

• Public Health Nurse position filled. Patricia Faulkner, RN began work on April 5, 2005
• Regular Board of Health meeting adjourned at 6:35 pm 3:0:0, in order to call to order
Public Hearing.
Public Hearing on Changes in Board of Health Fee schedule Section 22 called to order at
6:30 pm by Chairperson Colleen Seferian.
Barbara Meade: The Reading Board of Health moves to change the fee
schedule (as attached) for all fee and services offered and licensed by the Board
of Health. By code all those affected by the proposed change have been notified
by direct mail. This public hearing has been posted for two weeks
In the newspaper. The Board will accept all public input at the public hearing
either written or verbal.
• Health Administrator reported no written response was received by the
Health Division within the last fourteen days to 5 pm tonight April 14, 2005.
• Alfred Yan of Eastern Chinese restaurant was present he was asked by the
Chair, Colleen Seferian if there were any questions or concerns regarding the
fee changes. His response was no. He had come to the meeting to only hear
what was happening at the meeting and thought the change was okay.
• With no further public input. David Singer moved to close the public
hearing. Barbara Meade seconded the motion. 3:0:0 to close the public
hearing.
The Board of Health Meeting was called to order to reconvened at 7:00 pm. The
Chairperson, Colleen Seferian asked for further discussion by the Board. Discussion
was regarding the late fee of $25. Recommendation to keep daily fine was discussed
and voted to keep 3:0:0. The next discussion was regarding the cost of Tetanus
immunization from $10 to $5. Lengthy discuss occurred. David Singer moved to
change the proposed fee of $10/ tetanus immunization to $5. Barbara Meade seconded
vote = 3:0:0 the tetanus fee will be $5 / immunization.
Discussion regarding the effective date was voted to by July 1, 2005. The health
Administrator will file the new regulation with the Board of Selectmen, Town Clerk and
State Department of Public Health. All effected license applications will reflect the new
fees for 2006 (July 1, 2005 - June 30, 2006).
• Next order of business
■ Administrative report - Rabies clinic successful for rainy day -
57 animals immunized.
Meningitis Prevention clinic planned for April 28 for high school
seniors. Presently 68 registered. 2004 only 39 participated.
This maybe an indicator of recent publicity regarding outbreaks. State
Department of Public Health will be mandating this immunization by
2006.
Regulation regarding Keeping of Dogs Section 3 tabled.
Motion was made to adjourn at 8:00 pm 3:0:0
