June 9, 2005
The Board of Health meeting was called to order on June 9, 2005 by Chairmen Colleen
Seferian at 6:07 pm at the Town Hall, Berger Room. Those present at the meeting were
Barbara Meade, David Singer and staff liaison Jane Fiore.
New Business:
• Minutes of April 14 and May 12, 2005 were accepted as read (vote3:0:0.)
• Re-organization of Board for FY2006
o Chair/ Vice Chair - Colleen Seferian / Barbara Meade
o Secretary - David Singer
• Update of meeting schedule for 2005-2006 reviewed. Member list and email addresses
reviewed and corrected.
• Barbara Meade reported on the Logan Airport Fly Over Committee. She is a member in
absentia. The minutes and notification of any changes effecting Reading will be sent to
Barbara.
• Bio terrorism report - survey of RN's in Reading who are willing to assist during an
emergency were 110. Jane Fiore is planning a 2 hour training in the fall to show the
design of the emergency medication Dispensing Sites and Incident Command Structure
with the State Department of Public Health and Reading Fire department.
• Friend's and Family day on June25 is planned, the public Health nurse and Admin will
set up BOH booth with Colleen will man the booth from 9 am until 2 pm.
• Review of goals and objectives for the department was tabled for review at a later date.
East Middlesex Mosquito Control Project (EMMCP) update to the Board by the Project
Supervisor David Henley.
Highlights of the presentation:
• BOH /Health annual budget $23,292 for mosquito control services. This fee includes
helicopter spray in April of Bti, then trap surveillance, and if necessary adulticide truck
spray ( resmithrin)
• The Health Division treats the storm drains with larvacide (Vectolex WSP) twice a
season July and September.
• 20 Towns are part of this project.
• Each Town sends a health department representative to a quarterly meeting. There is
also an executive board from the twenty members (6) who meet monthly.
• Reading has been a member of the project for the since 1983.
Discussion was held regarding Eastern Equine Encephalitis (usually fatal virus) -
Reading's Cedar Swamp and the potential of culicida melanora (species that carries
EEE). Aerial photos of the wetlands viewed. West Nile Virus is track by presence of
disease in birds, crows and blue jays. Also the mosquito that carries the disease is
culiens pipiens.
Discussion regarding traps and their locations. How the entomologist counts and
identifies species for determination to truck spray for adult mosquitoes or not to spray
o Interesting questions: 1. How far do mosquitoes fly? Within a mile of their
breeding area.
2. How many species? 200
3. How long do they live? females up to a month
4. Females can lay up to 3000 eggs per lifespan
5. Which bites male or female? -female bites to filter
Protein from blood. Multiple bites do not die after
single bite.
6. Mosquitoes rest in the woods. Usually not out in sun.
Dawn and dusk mosquitoes most active.
