The Board of Health meeting was called to order at 6:05 pm on September 8, 2005 by
Chairperson Colleen Seferian at the Town Hall Berger Room. Those also present at the
meeting were Barbara Meade, David Mitchell Singer and staff liaison, Jane Fiore. Board
of Selectmen liaison Camille Anthony attended a portion of BOH meeting.
Business:
• Minutes of August 11, 2005 were accepted as read (vote 3:0:0).
• Barbara Meade reported on the status of the Logan Airport Fly Over Committee
as status quo.
• Review of Board of Health Regulation; Section 3, 16 and 24 were tabled.
• Barbara Meade volunteered to be the Board representative to the "discussion
regarding "Keeping of Dogs" regulation with the Town Manager, Health
Administrator, and BOS reprentative and community person. Date and time to be
announced.
• Discussion was held regarding BOH requested information from James
Garabedian, owner/partner ofJimbo's establishment. On September 7, 2005 Mr.
Garabedian hand delivered the final copies of the BOH request regarding the
installation and proof of control of grease trap and grease control of his proposed
restaurant. Information included: 2 letters from local Boards of Health where he
had previously operated restaurants stating that there was no issue with back flow
from the restaurant, a statement from the grease trap installer. This statement
included a recommended maintenance schedule directly from the manufacturer of
the proposed internal grease trap. The final piece of documentation was the past
schedule of grease/oil pick ups from Garabedian's former grease commodity
cleaning company contractor.
• Following review the above written documentation the Board voted unanimously
to send the Board's decision to Mr. Garabedian. The decision: There shall be the
installation of a 150 pound internal grease trap under the 3 bay sink and have a
monthly cleaning schedule for a period of 6 months. The cleaning schedule with
the amount of grease removed will be faxed to the Health division directly from
the commodities company. Following the tracking of this monthly cleaning
schedule the Board will review the cleaning follow-up procedure for further
recommendations. This decision will be sent to Mr. Garabedian by certified mail.
• Mosquito Control Project report. - the numbers of trapped species have
diminished directly due to the heat and no rain. The species with potential of
carrying WNV or EEE are not present in any of the 5 traps. Further truck spraying
for mosquito adulticide is on hold. Weekly decisions will be made regarding this
effort. The Administrator will send appropriate information to Recreation
Division and schools regarding late afternoon activities and continued emphasis
on prevention procedures.

• Update on Water restrictions and private well installation moratorium. The water
usage graph prepared by the reading Water Treatment Supervisor indicated a 10%
water usage drop. The restrictions imposed by the Board of Selectmen remain in
place. The Board of Health will review the water levels in October and consider
the well installation moratorium continuation or reinstituting permitting of wells.
• Review of Mission and Goals continued to a future meeting
• Brief update by the administrator given regarding Public Health Comprehensive
Emergency Plan, Increase work load for Health Inspector, continued review of
plans for increase construction sites through the town both school projects, pools
and food establishments.
Motion made by Barbara Meade to adjourn the meeting at 8:50 pm. Seconded and
voted 3:0:0.
