Those present at the meeting were Barbara Meade, David Singer and staff liaison Jane Fiore. Business: • Minutes of January 9, 2006 were accepted as read (vote3:0:0.) • Barbara Meade reported on the Logan Airport Fly Over Committee. No information or complaints forwarded to the Town. The minutes and notification of any changes effecting Reading continue to be the operating procedure. • Substance Abuse prevention Community Initiative report from Barbara Meade: o The membership remains stable attendance at weekly meetings very good o The group has increase awareness of the issue. o Presentation was offered to the group on the Winchester model by the director of Winchester's program Liz Silva. o The group also discussed a community assessment to gather data. Perhaps use the hospital trust fund. o A brief video was presented by the Police Chief. The video was informative. o Following Barbara's report Colleen Seferian offered to cover as the representative for the Board of Health if Barbara was unable to attend a meeting. o Next group meeting will plan and vote on the "charges" (goals) of the group. At 6:30 pm the Board voted to adjourn the general meeting and called to order the public hearing on Board of Health regulation Section 24 Grease Trap Installation and Maintenance. The Chairman, Colleen Seferian called to order public hearing on Section 24 Board of Health regulations Grease Traps. Read into the record the following: Pursuant to Chapter 111 Section 31 of the Massachusetts General Laws the Reading Board of Health at 6: 30 pm on February 9,. 2006 Summary - The purpose of the Grease Trap Regulations is to protect resident, businesses and the environment within the town boundaries from blockages of the Town sanitary sewer system caused by grease discharged fi°om food service establishments located in the Town of Reading. These rules and regulations shall establish procedures for the installation and maintenance of grease traps at food establishments. The purposed regulation includes enforcement and inspectional procedures as well as a provision for variance requests. Chair asked for public input and comment none being offered ask for BOH members' comments and discussion. Following discussion a motion was made to close the public hearing by David Singer seconded by Barbara Meade. The public hearing was closed at 6:50 pm vote 3:0:0. The Board of Health Meeting reconvened and a motion was made by Barbara Meade to accept Grease Trap Regulation section 24 as presented. The motion was seconded with a resulting vote of 3:0:0. Motion to move to the next agenda item Tobacco Control. It was noted by Barbara Meade the information in the Daily Times Chronicle on the latest Youth Compliance check with the names of the selling stores was very positive. The issue of increase sales to minors will be written after each compliance check in the newspaper. The entire Board agreed on this approach. • Health Administrator updated the Board on the FY 07 budget process. The inspector and public health hour increase remains unchanged after Board of Selectmen review. The next step will be before the Finance Committee and then finally to Town Meeting beginning April 24. • Review of 2006 goals and objectives for the Board and Division was tabled to review at a later date. Public Health Emergency Preparedness discussion regarding Mutual Aid Agreement for public health before Town Meeting. Board member will present at Town Meeting. Background information will be sent to full Board next week. It is highly recommended the entire Board be present at Town Meeting for this article. The division is working on completing the continuity of operations plan (COOP) to comply with CDC emergency planning grant. • Motion made by David Singer to adjourn seconded by Barbara Meade 3:0:0 meeting adjourned at 8:45 pm Next meeting scheduled for April 13, 2006 /1 bmitted by: i Jane M.
