The Board of Health meeting was called to order on March 9, 2006 by Chairmen Colleen
Seferian at 6:00 pm at the Town Hall, Berger Room. Those present at the meeting were
Barbara Meade, David Singer and staff liaison Jane Fiore.
Business:
• Minutes of February 9, 2006 were accepted as read (vote3:0:0.)
• Train Stop Coffee Shop request for waiver on failed Serve Safe Certificate.
o Maureen Pisetel scored 71 % required 75% to be certified. A copy of her test
and failed questions was presented to the BOH. Questions regarding food
storage, temperature control, cleanliness, sanitizing and storage were asked by
the Board all answers satisfactory. A report from the health inspector indicated
extreme responsiveness to all corrections general condition of the establishment
meet all standards. A motion was made to waive the failure and to accept the
score of 71 % as passed. With the understanding the owner operator will repeat
the exam in December 2007 rather than the excepted practice of a 5 year
certification. The waiver is valid for one calendar year. 3:0:0.
• Barbara Meade reported on the Logan Airport Fly Over Committee. No information or
complaints forwarded to the Town. The minutes and notification of any changes
effecting Reading continue to be the operating procedure.
• Community Initiative on drugs and alcohol report given by Barbara Meade:
o The membership remains stable attendance at weekly meetings very good
o The group has increase awareness of the issue.
o Each working group will present their finding to the full group to prepare for a
report to the community and them Town Meeting in April. The project seems to
be moving in a positive direction.
• ARC of Eastern Middlesex represented by Joann Simmons and Chief Financial Officer
presented the organizations annual report to the Board of Health prior to the annual
budget request of $10, 993.
o Items of note:
100 employees
■ 2 adult homes Hopkins Street, Pitman Road and Franklin St properties
the Gould St operation is for industrial training.
■ 11 citizens live in Reading Housing
• 1 independent apartment
0 3 houses with 24 hours support
■ 55 Reading residents use the program
■ 128 individuals and families of Reading are served
■ Services are through case managers and social workers
■ Each individual in reading uses $12,000 in programming and $3,000 in
transportation costs
■ Request for support from BOH is less than cost of one individual
■ The program is a 5010 and was founded by a family in need of
services.

The Board moved to request quarterly reports from EMARC and annual report to the Board.
The Health Administrator will send a notification to ARC of Eastern Middlesex with the BOH
vote on FY2007 budget request. It was strongly recommended ARC request $15000 next
budget season with supportive documentation. Vote 3:0:0 to accept EMARC annual report.
Next order of business
• Review Section 7 Tanning Regulations. Discussion completed regulations accepted as
presented including the addition of "spray booth" requirements.
Motion made by David Singer seconded by Barbara Meade, vote 3:0:0.
• Pandemic planning
o Memorandum of Understanding discussed - information on background for
Town Meeting will be sent to each BOH member.
o Report given on Pandemic Planning
o Hospital Surge discussed - holding unit and beds to be planned and arranged by
administrator
o Continuity of Operations Plan completed BOH voted on succession of power

• Review of 2006 goals and objectives for the Board and Division was tabled to review at
a later date.
• Motion made by David Singer to adjourn seconded by Barbara Meade 3:0:0 meeting
adjourned at 9:00 pm
