Minutes
June 8, 2006
The Board of Health meeting was called to order on June 8, 2006 by Chairmen Colleen
Seferian at 6:05 pm at the Town Hall, Berger Room. Those present at the meeting were David
Singer and staff liaison Jane Fiore.
Business:
• Minutes of May 11, 2006 tabled
• First order of business to review new Dog By Law passed by Town meeting. Items
discussed were the establishment of an Animal Control Appeals Committee of 3
citizens. The committee is made up of 3 citizens one of the 3 at least must be an owner
of a dog. The committee is appointed by the BOS and responds to citizens or ACO.
Fines and role of the BOH are to be refined. The public health continues to have the
legally responsibility for rabies quarantine and the BOH shall keep the Animal
Inspector and the regulation regarding keeping of farm animals as public health
responsibility. The second mentioned and continued responsibility is licensing and
inspecting commercial kennels. Inspection of 4 house dogs as a kennel will be defined
- more clearly by Health's request of Town Counsel. Health Administrator will report at
next Board of Health meeting.
• BOH regulation section 8 - irrigation well installation permits in aquifer district.
Austin Prep High school is renovating and is requesting test wells for irrigation well. A
waiver was granted. The actual well drilling application and location may be within the
aquifer and require conservation determination of need permit and a presentation for a
waiver before the Board of Health at the end of the summer.
■ Sanborn lane requested irrigation well permit and is on hold for well
driller information.
■ Johnson Woods Condominiums requesting installation of two wells for
irrigation one on either side of the development on common land for
common landscaping purposes. First well failed to produce. In August
two new sites will be drilled
Construction Update:
• Archstone pool and club house operational. Entire project to be completed by late fall
2006
0 RMHS - asbestos removal and demolition continues
• Quiznos continues to work on permitting process
• Reading Convenient Store should open by July 1, 2006
• Venetian Moon applying to building department for renovation addition of 40 seats and
bar service. Has not come to the Health division as yet. Increased issues regarding
operating during construction, increase number bathrooms, renovation of kitchen, and
installation of external grease trap.
Mosquito Control Project
• Early adulticiding - truck spray with semyrthyn. July 1 storm drains will be treated
with Vectolex WSP by DPW. The larvacide has been ordered and delivered to the
health division.
• Traps have numerous species; counts are high but no found culinex pipiens or
melanarum.
• 2 birds submitted to state lab (SLI) for WNV testing both negative
Emergency Preparedness
• PHN has participated in 2 day CDC training for emergency medication dispensing sites.
• Pandemic pamphlets sent to library for distribution
Administrators report
• BOH/Health highlights to the BOS is scheduled for July 11 at 7:30 pm
• The Town Manager has agreed to allow the Health Division to have a Web Page
Health Administrator with contract a web designer and use 3 party billing funds to
finance the project.
