Minutes
August 10, 2006
The Board of Health meeting was called to order on August 10, 2006 by Chairmen Colleen
Seferian at 6:05 pm at the Town Hall, Berger Room. Those present at the meeting were David
Singer, Barbara Meade and staff liaison Jane Fiore.
Business:
• Minutes of May 11, 2006 were accepted 2:0:0 with one abstension and one
typographical error removed. Minutes of June 8, 2006 were accepted as read 3:0:0.
• Next order of business - re-organization of the Board of Health. Barbara Meade was
nominated and voted 3:0:0 as Chairman. Colleen Seferian nominated and voted as vice
chairman 3:0:0.
• Discussion was held regarding new Town By Law on Keeping of Dogs passed by Town
meeting. Items discussed were the establishment of an Animal Control Appeals
Committee of 3 citizens. David Singer volunteered as a member and representative of
the BOH on the new subcommittee ACAC. The appointment is time limited. Board of
Selectmen representative is James Bonasoli. The committee will be called to meet if
necessary. The committee is made up of 3 citizens one of the 3 at least must be an
owner of a dog. The committee is appointed by the BOS and responds to citizens or
ACO. The role of public health was discussed in relationship to rabies control.
September BOH meeting review of BOH regulation to reserve certain sections of BOH
regulation Keeping of Dogs
• BOH regulation section 8 - irrigation well installation permits in aquifer district.
Austin Prep High school is renovating and is requesting test wells for irrigation well. A
waiver was granted. The actual well drilling application and location may be within the
aquifer and require conservation determination of need permit and a presentation for a
waiver before the Board of Health at the end of the summer.
Lilah Lane request irrigation well permit shallow. BOH vote: David
Singer motioned to permit the installation of irrigation well at 38 Lilah
Lane Seconded and voted 3:0:0. Health Administrator will notify
homeowner and well driller.
Johnson Woods Condominiums requesting installation of two wells for
irrigation one on either side of the development on common land for
common landscaping purposes. First well.failed to produce. In August
two new sites will be drilled
• Meadow Brook Golf Course request emergency permit to breech beaver dam at site of
green at 8th hole. Gulf Coast Environmental has identified cluster of white cedars in
large "new Pond" area. Health Administrator displayed inspection photos and concern
of potential WNV and EEE due to increase area of stagnant water. No fresh evidence of
beaver habitat. Recommendation to the Board if to allow breeching and then if dam
repaired to trap.
David Singer moved to allow Meadow Brook Golf Club to breech the dam and observe
for 24 - 48 hours any indication of beaver repair at the site before installing traps.
Seconded and voted 3:0:0 to allow MBGC a 10 day emergency permit to breech the
dam then trap alternative a and b.
Health Administrator will file permit 8/11 and deliver to meadow Brook Golf Club
manager with the expiration date of August 21, 2006. On date of expiration a site visit
will be made. Report on progress to the BOH at the September meeting.
• Next order of Business
o Venetian Moon Restaurant renovation plans
■ The plan is to increase seating from 140 to 190 seats. According to
Board of Health Regulation Section 24 over 150 seats external grease
trap must be installed. The architect stated the sewer lines connect 50%
to Woburn and 50% to Main Street. Town engineer states this is
possible since the building was constructed in the 30's. The issue is the
main line takes a right angle. The issue presented to the BOH is if the
external grease trap is a hardship then two internal interceptors at a
collection of 150 lbs which would calculate to 100 gallon grease trap no
the necessary 1500 gallons. The waiver could include quarterly cleaning
with reports filed with the Health Division. Comment Chili's and Mac
Grille have 2000 gallon externals each and pump 1800 gallons each
quarterly. That prevents 16000 gallons of grease and water blend from
entering the Town's main sewer line.
Colleen moved to require the quarterly cleaning and the two 150 pound
internal interceptors with monthly checks. The motion was seconded and
voted 3:0:0. The Health Administrator will notify the owner and
architect in written the BOH requirements This will change the
proposed 70. pound single interceptor to two 150 pound interceptors to
be installed.
The BOH voted 3:0:0 to not allow operation during construction of the
primary service and kitchen area. No bar service will be allowed during
construction.
• Discussion regarding Massage Therapy business operation - no operation at site
without accessible hand sinks.
Construction Update:
• RMHS asbestos removal and demolition continues School to open in August to
prepare of December building A demolition
Mosquito Control Project
• Traps have numerous species; counts are high but no found culinex pipiens or culinex
melanarum.
• 0 birds submitted to state lab (SLI) for WNV testing
Emergency Preparedness
• Volunteer RN's backpacks purchases. Before distributed at next training (October) the
division will insert a pen, gloves, N95 mask, stethoscope, and CPR adult shield.
• Pandemic pamphlets sent to library for distribution
Administrators report
• BOH/Health highlights to the BOS is scheduled went well - ppt in BOH packet
• Web Page design has begun should be up and running by end of September
• Chronicle articles on Thursday - Public Health News has positive community response.
Final discussion on BOS recommended cable program on pandemic
• Suggestion- appeal to large audience, use FAQs, different site for each question as
opener i.e.
o Can I eat that chicken or should I be worried about Avian Flu? - site Atlantic
o If there is a pandemic can I go to church services? - site church steps
o Will school be canceled? - teenager at RMHS
o Where would I get a shot?
o Can I get more information / - Library sign
o What's the town's public health division doing? - town hall sign
After show opener is run a factual discussion with BOH and Health Administrator. Script
will be written and forwarded to BOH members, Administrator will call cable studio for
specific information on camera shots etc.
