Board of Health Meeting
Minutes
September14, 2006
The Board of Health meeting was called to order on September 14, 2006 by Chairmen Barbara
Meade at 6:05 pm at the Town Hall, Berger Room. Those present at the meeting were Colleen
Seferian and staff liaison Jane Fiore. Member David Singer excused.
Business:
Minutes of August 10, 2006 were accepted as read 2:0:0.
Next order of business
• Review Atlantic Mart plan change for display of alcohol beverages. Plan accepted with
limited comment. The plan to consolidate all alcohol beverages in one area and remove
all beer and wine from milk cooler was the BOH previous recommendation in
December 2004 and December 2005. Colleen moved to send a letter of the agreement
decision and concern of the Board on who will monitor the compliance with the new
plan. Seconded and passed 2:0:0. The Health Administrator will forward the letter to the
Town Manager addressed to the BOS.
• Meadowbrook Golf Club Emergency Beaver Control Permit reviewed. The dam was
breached and the site re-inspected by the Health Administrator. Mosquito control
measures were instituted. No evidence after breaching to indicate active beaver pond.
No trapping permit issued.
• Update on water Supply - MWRA by September will be full supplier of water to
reading. Water Treatment Plant function terminated. Peter Tassi, water treatment
supervisor, will continue as water supply supervisor. Redundancy issue remains open
for discussion.
Review of Regulations:
o Section 3 Keeping of dogs voted to rescind and place section 3 on reserve. Town
Bylaw on Keeping of Dogs replaces local Board of Health Regulations excluding
rabies control and provider reporting of communicable disease- domestic animal
bite.
o Section 23 Body Art read , no revision made voted at such 2:0:0
o All regulations will be bond and available on the new web page, hard copies at
Town Clerk's Office, Library Reference desk and Community Service desk.
• Austin Prep High school irrigation test wells not productive and have not reapplied for new
location of well head.
• Massage Therapy license discussed for Karen Crupi Massage Therapy Business at 22
Woburn Street Rear. Hand sink across hallway from treatment room. The sink will only be
used for hands and for the massage therapy business. Requesting waiver from Section 13 .8
of BOH regulations. Colleen Seferian motioned to grant waiver seconded and voted in
favor 2:0:0. Permit and decision will be sent to Karen Crupi Massage Therapy by Health
Paul Allen requested waiver as a massage therapist without national certification. Mr. Allen
unable to attend Board meeting. The Board voted to abide by the regulations and no waiver
was granted. Health Administrator will send decision to Mr. Allen.
Mosquito control surveillance discussed
o Trap counts
o Second Storm drain treatment with Vectolex WSP in progress
o No truck spraying issued at this time
o No positive birds for WNV
o Communication with all recreation program coaches on personal control mosquito
control measures
o Letters to all RMHS coaches and Athletic Director with similar information.
o Only two parent complaints regarding procedures in place. All 52 coaches in
compliance and with positive response to the public health instituted proactive
measures.
• Emergency Response Update
o Volunteer Information Guide letters sent out to all school employees 700
requesting volunteers for EDS. At present time early response. Late fall training
for volunteers will be planned when 25 have volunteered.
o RN and paramedic training on chemical response planned for October 19, 2006.
Emergency response back packs to be distributed at this training.
o Killam Flu clinic to be used as an Emergency Dispensing Site for training
exercise for regional Coalition
o Health Administrator and Public Health Nurse will attend Risk communication
training with MEMA and MDPH Communicable Disease Director on
September 29.
o CDC auditing MDPH and local pandemic plans in October.
o Administrator attended Bio-Watch training for metro Boston region.
o Grant application completed by September 1, 2006 increased responsibilities
and planning tome with a State cut to each coalition by 15%. Very difficult
deliverables to meet without staff, supplies and funding. CDC has increase
funding to the state of Massachusetts but Massachusetts has cut local funding.
Every state training - "you respond to your citizens do not count on the state we
will not assist until 1 - 2 weeks into epidemic if then" Difficult situation to
resolve.
o Board discussed including BOS in trainings at least notification of trainings.
o Cable program on pandemic discussed - opening all set. Health Admin will
complete script.
Public Information
o Web page progressing should be up and running by October
o Weekly News Column getting very positive response - increase in cholesterol
clinic appointment. Calls increased on mercury exchange program and increase
sharps exchange program. Many comments just on general information.
o YCC used just as notice bulletin board
