The Board of Health meeting was called to order on May 3, 2007 by Chairmen Barbara
Meade at 6:02 pm at the Town Hall, Berger Room. Those present at the meeting were
Colleen Seferian and David Singer with staff liaison Jane Fiore and Health Inspector Joan
Vitale
Business:
• Minutes of March 15, 2007 tabled.
Next order of Business
• Budget update - Town meeting voted to accept the Community Services / health
budget as presented 2% increase and a change in the inspection personnel line from
0.62 FTEs to 1.1 FTE's. As of July 1 the change would allow the division to hire
an 8- 10 hour inspector at $25/hour.
Comment - Health Administrator noted appreciation to the BOH for
presenting concerns to BOS regarding the extreme need to increase staff
PHN to and Inspector to full time. Regardless of outcome the support is
appreciated.
• Open Case updates:
0 113 Longview Rd septic -pumping record received. BOH office waiting
for Title 5 inspection report.
o Harrow's grease trap engineering plan reviewed and accepted. Old tank to
be removed - no installation of new lines thru old tank.
6:30 pm Public Hearing on proposed inspectional process for companion kennels called to
order by chairman Barbara Meade. Legal notice read into the minutes by staff (attached).
Chairman began with process of hearing:
• Give name and address and then state concerns or comments
• Written comment by Jeanne Levasseur attached.
• Comments from those present :
o Dan Russo, 19 Elm Street noted he has 4 small dogs and doesn't understand
what the inspection will entail.
o Sid Hodson, 19 Percy Ave, 4 dogs all different size and breed will do what
ever is asked but also wants to know what the inspections are looking at.
o Jeanne Levasseur, 25 King St, what is the purpose of the inspection will the
inspector be looking inside and outside of the house.
Health Administrator and Health Inspector distributed copies of the draft inspection form.
The animals will be looked at both inside and outside. The inspector will arrange the
appointment. The dogs should be outside when she is inside and the reverse for the outside
inspection. We will be looking for cleanliness and disease control measures general care of
the animals. This inspection will not be carried out as if this is a commercial venture. We
understand the animals are companions.
All those present were given a draft inspection form and the animal inspector card. The
inspections will take place this June. The Board of Health will strongly consider
sponsoring an amendment change to the by-law for the fall town meeting. Board of
selectmen member Camille Anthony agreed with this decision at the end of the public
hearing.
Public hearing adjourned at 8 pm 3:0:0.
The remaining issues were tabled. Colleen Seferian moved to adjourn. 3:0:0
Meeting adjourned at 8:30 pm.
