The Board of Health meeting was called to order on October 11, 2007 at 6:05 pm by
Chairman Barbara Meade at the Berger Room, Town. Hall. Those present at the meeting
were Barbara Meade, Colleen Seferian, David Singer and staff liaison Larry Ramdin.
OLD BUSINESS
Minutes September 13, 2007 were read and accepted 3:0:0
NEXT ORDER OF BUSINESS
Introduction Larry Ramdin, Health Services Administrator: Larry Ramdin the New
Health Services administrator, introduced himself to the Board, he provided a description
on his experience, qualification. He was welcomed by the entire board and Chair Barbara
Meade advised that the board will provide all the support it can to the Health Services
Administrator in performing his duties.
Massage therapist waiver of related annual license fees: Larry Ramdin advised the
Board that he has reviewed the file and left a message for the applicant, no return call was
made. A motion to table discussion to the next meeting this item was made by David
Singer, seconded by Colleen Seferian and approved 3:0:0
New Permit application Romano's Macaroni Grill: Roman's Macaroni Grill has
applied for anew license due to a change in ownership from Brinker Massachusetts
Corporation to Waterloo Ventures. The Health Division inspected the facility and no
major violations were noted. The change is in ownership and the day to day operations
will not be impacted.
Colleen Seferian made a motion to approve the application, seconded by David Singer
and was approved 3:0:0
Administrative reports:
A report by Dianne Luther interim Public Health Nurse was distributed to the Board
Flu Clinics: The Flu Clinics are scheduled and everything is in place all we are waiting
on is for the dates to arrive.
Mercury Program: Larry Ramdin advised the Board that he had no information on the
program to report to the Board due to his recent appointment as Health Services
Administrator and asked if he could apprise himself of the Mercury program and report
back to the Board in November. David Singer motioned to table the Mercury program
discussion until November and the motion was approved 3:0:0
New Business
Public Health Nurse
Larry Ramdin advised that Dianne, the Elder Services; Nurse Advocate, will act in a part
time capacity as the Public Health Nurse (PHN) until a Nurse is hired. He met with
Carol Kowalski, Community Services Director and Carol Roberts, Human Resources
Administrator to discuss the filling of the PHN vacancy and it will be posted shortly. -
Health Inspector
The Board was advised by Larry Ramdin that coming out of his meeting with the
Community Services Director and the Human Resources Administrator, the Health
Inspector position is a 1.1 FTE (41.25 hrs/week): The Health Director advised that Joan
Vitale the current Health Inspector is working 30hrs/wk, but would like to revert to her
previous 24 hr/week schedule. He is going to meet with her to discuss her time needs.
As soon as an agreement can be reached with Ms Vitale, the Health inspector re: her
hours, a position will be posted to fill the additional time. The Board was concerned that
Joan Vitale who has been with the Department a long time and has been an extremely
good worker might be negatively impacted by any staffing/ time changes. Larry Ramdin
advised that Joan is an extremely valued member of the Public Health Division team and
reiterated that any changes will be made only with Ms Vitale's agreement and to her
benefit.
Website
The Town has changes ISP and moved its web hosting to a new provider, the website was
built but there are compatibility issues with the site. Carol Kowalski Community Services
Director is following up with the Town's IT Department to resolve the issue.
There being no other business David Singer made a motion to adjourn seconded by
Colleen Seferian with a 3:0:0 vote. Meeting adjourned 7:05 pm
