The Board of Health meeting was called to order on NoveAf§BA07 5&T5 pY by
Chairman Barbara Meade at the Berger Room, Town Hall. Those present at the meeting
were Barbara Meade, Colleen Seferian, and David Singer.
In attendance Ben Tafoya: Board of Selectmen's Liaison, Steven and Nanette Matrullo,
Jim Davin, Regional Director of Business Development - Epicurean Feast and staff
liaison/Health Services Administrator Larry Ramdin.

NEXT ORDER OF BUSINESS
Well application 34 Spruce Road
An application to construct a non-potable well at 34 Spruce Road was presented to the
Board; the Health Services Director reviewed the application and recommended approval
of the application. Mr. and Mrs. Matrullo advised the Board that the well will be for
' irrigation purposes only. Mr. Matrullo said Mrs. Matrullo was in contact with Larry
- Ramdin, who explained the process for well application and approval, and they were
clear as to the requirements. Members enquired as to the numbers of wells approved in
the aquifer district and were advised that since the town no longer draws water from the
wells, the impact on town water supply will not be impacted
Further, the Board recommended that the Matrullo's comply with current town watering
policies and also advised that they are required with all other existing laws and rules
relevant their use of the well for irrigation. The Matrullo's agreed to comply with the
laws and will endeavor to adhere to town watering policies. The recommendations will be
included in the approval notice. The application was approved 3:0:0.
LIP/M Holdings dba Epicurean Feast, 55 Walkers Brook Drive
Epicurean Feast has applied for a Food Establishment permit at 55 Walkers Brook Drive;
representing Epicurean Feast is Jim Davin. The permit is for re-opening a cafeteria in an
existing building, providing Breakfast and Lunch. The Health Administrator advised that
he has visited the facility with Joan Vitale - Health Inspector and the facility has some
construction issues to remedy, Dumpster permit has been issued, Pest Control
management program in place. Approval is recommended pending inspection to ensure
compliance with 105CMR590- Food establishments regulations. The application was
approved pending final inspection by the Health Division 3:0:0
Request from the Board of Selectmen to review smoking/tobacco control
regulations.
The issue came up in public comment to the Board of Selectmen, since smoking was
banned in workplaces; smokers congregate outside buildings near entranceways. The
Board of Selectmen decided to approach the Board of Health to explore joint efforts on
the issue of controlling smoking at entrances. The Health director advised that he is
exploring the issue. There are issues relevant to enforcement that needs to be
clarified/discussed. Ben Tafoya added that most complaints about smoking at entrances
to restaurants and health care facilities. The Health Administrator will contact Ron
Beauregard of the Tobacco Control project for information on what other communities
are doing to address similar concerns. The discussion will be continued at the December
Board of Health meeting.
Waiver of Massage fees
The Health Services Administrator advised that Ms Karen Fayne paid the fine for (1)
ticket and two (2) were waived. Further the applicant. Also, Ms. Fayne was advised that
in future the Board will not entertain any requests for waiver of fines, for late renewal of
permit.
Administrative report
The Health Administrator presented his report to the Board. Special thanks were given to
Darlene Foley for assistance during the acclimatization period. The Board was also
informed that the Flu clinics were started and will continue. A make up-clinic will be
held in December, if vaccines are available.
The Board enquired about staffing and they advised that positions are posted and resumes
are being reviewed, interviews will be conducted once the application period has closed
and all resumes are reviewed. The Board congratulated the Health Administrator on
successfully acquiring "Soil evaluator Credentials and offered assistance to ensure that
the Health Services Division continues to do as best a job as it can in protecting the
Public health of the Reading.
There being no other business David Singer made a motion to adjourn seconded by
Colleen Seferian with a 3:0:0 vote. Meeting adjourned 8:25 pm
