BOARD OF HEALTH MEETING RECEIVED

The Board of Health meeting was called to order on January 1 Q q:-CD 0 bP(--L 1n
Barbara Meade at the Berger Room, Town Hall. Those present at the meeting were
Barbara Meade, Colleen Seferian, and Dr. David Singer.
In attendance, Ron Beauregard Tobacco Control Program, Leslie Carabello, Public
Health Nurse, Joan Vitale Health Inspector and Larry Ralndin Health Services
Administrator.

Minutes November 8, 2007 were read and accepted 3:0:0
NEXT ORDER OF BUSINESS
Certificate of Appreciation
The Board voted to present a Certificate of Appreciation to Dianne Luther RN, who
provided interim Public Health Services, while the Department was without a Public
Health Nurse.
Appointments:
Larry Ramdin, Health Services Administrator, was appointed Milk Inspector on a vote of
the Board - 3:0:0
The Board voted to nominate Larry Ramdin Health Services Administrator, as the
Reading representative on the Eastern Middlesex Mosquito Control Project. A letter
signed by the Barbara Meade, Chair, nominating Mr. Ramdin will be forwarded to Mark
Buffone, Chairman of the State Reclamation and Mosquito Control Board.
Public Health Nurse
Leslie Carabello, RN, Public Health Nurse (PHN) assumed duties on January 2, 2008.
Ms Carabello was previously a PHN in Danvers, most recently she was the emergency
preparedness coordinator in the town of Amesbury. She described her qualifications
experience and vision for the PHN role. She was welcomed by the Board.
Tobacco Control Presentation
Ron Beauregard, Tobacco Control Officer presented a review of smoking regulations to
the Board. He presented a number of scenarios but advised against regulating against
individuals. The Board discussed the issues surrounding use of Tobacco around doorways
and entrances and recognized that it is a problem The recommendations were well
received and the Board, will continue its discussion on amending the tobacco control
regulations to create buffer zones around buildings.
Administrative report
The Health Administrator presented his report to the Board. The report was accepted
Other Business
Massage Therapy
The Board of Registration of Massage Therapy has advised that they are duly constituted,
have instituted emergency regulations and will be responsible for registration of massage
therapists and establishments. We have contacted the Board and advised that per their
advisory we will not license any massage therapist and establishments and we will refer
all questions to them. A letter will be sent to all establishments, to advise them of the new
developments.
At this point Dr. David Singer asked to be excused as he had another meeting to attend.
100 Sanborn Lane
The Board was advised that a property at 100 Sanborn Lane was issued orders not to
occupy until a connection to the sewer is effected and a potable water supply is provided.
The property is currently unoccupied and has a failed onsite sewer system. The property
has an unlicensed well and no connection to the public supply. If the owner is unable to
provide details on the well, he must connect to the public water supply.
Jimbo's
The Board was apprised of ongoing issues with Jimbo's and the possibility of actions
including issuing a Notice of Closure.
Archstone, West Street- Sub-metering of water
The Board was advised of Archstone's failing to certify to the Board of Health that they
were sub-metering of water. Thus they cannot charge residents for water until they file
the relevant documents.
113 Longwood Road
The Board was advised of pumping records and because of the current snow levels on the
ground it was impossible to determine any leaching and should table until April, the
Board agreed.
McDonald's
Joan Vitale Health Inspector, encountered elevated in walk-in refrigerator at Mc Donald's
on Main street, the refrigerated unit and product temperatures were elevated and in the
danger zone. The estsablishment voluntarily closed the store, disposed articles in the
refrigerated unit and once the units were repaired , they reopened.
New Year's Eve visits to Chinese restaurants
The Health Division visited Chinese Restaurant on New Years to validate that food safety
plans to address for increased demands on the kitchen. The visits provided valuable
information to both the establishments and the Health Division.
There being no other business Colleen'Seferian made a motion to adjourn seconded by
Barbara Meade with a 2:0:0 vote. Meeting adjourned 9:25 pm
