September 11, 2008 2008 DEC 10 A 10i 21 The Board of Health meeting was called to order on September 11, 2008 at 6:04 pm by Chairman Barbara Meade at the Berger Room, Town Hall. Those present at the meeting were Barbara Meade Chair, and Colleen Seferian and Dr. David Singer. In attendance: Larry Ramdin, Staff Liaison/ Health Services Administrator. OLD BUSINESS Minutes of meeting held on June 12, 2008 were read and accepted 3:0:0 Election of officers Barbara Meade was nominated for the post of Chairman, by Colleen Seferian, seconded by Dr. David Mitchell Singer. Vote 3:0:0, Barbara Meade elected Chairman of the Board of Health for 2008-2009 term. Colleen Seferian was nominated by Dr David Mitchell Singer for the post of Vice-Chair of the Board of Health, seconded by Barbara Meade. Vote 3:0:0. Colleen Hennessey- Seferian Elected Board of Health Vice -Chair for the 2008-2009 term. Appointment of Agents of the Board of Health Agents of the Board for enforcement of public health laws and regulations were presented for re-appointment and were reappointed by the Board 3: 0:0. See attached list. The Board also appointed Health Division staff as Agents of the Board without expiration. Non- Health Division staff will continue, to be appointed on an annual basis. NALBOH Survey The National Association of Local Boards of Health requested that the BOH complete a survey. The demographics were completed and Health Administrator will fill in the rest of information and forward to NALBOH. License Date Change The Board has received a request from the Town Administration to reschedule its licensing dates to a calendar year cycle instead of Fiscal year (as is currently done), so that all town issued permits will expire at the same time. The Board enquired as to the impact on the Health division and the licensees. The impact will not have as great an effect the Health Division as it would the licensees. The proposal is to license initially for an eighteen (18) month period, instead of 12 months to accommodate the changes, in that when the change is made the licensees will pay 1.5 times their license fee. The Board acknowledged the recommendation and will continue discussion. Administrative Report The Board accepted the Health Administrators and noted the increase in inspections as a result of the Part-time Inspector. They inquired as to the status of seeking a replacement of for the Public Health nurse position. They were advised that the position is advertised and applicants will be interviewed shortly. New Business The Board was advised that many individuals are seeking fee waivers on a number of permits they were advised that the only waiver in code is for non-profits for sale of non- potentially hazardous food. The Board decided that fee waivers will be according to code and established town policy. 3:0:0 Colleen Hennessey-Seferian was re-appointed as a member of the Board of Health term expiring 2011 Other Business The Health Division is hosting an EDS training on September 25 at the Coolidge Middle School. The training is designed to familiarize volunteers with the EDS. The Board was advised that this year the Health Division will be using one of its Flu Clinics as an Emergency Dispensing site (EDS) Drill. The Drill is scheduled for November 15 at the Reading Memorial High School. The purpose of the drill is to test our readiness capabilities and identify areas in which we can improve. The Health Division is actively recruiting EDS volunteers. There being no other business Colleen Seferian made a motion to adjourn seconded by Barbara Meade with a 3:0:0 vote. Meeting adjourned 8:45 pm
