BOARD OF HEALTH MEETING RECEIVED
MINUTES TOWN CLERK
November 13, 2008 , D N G . MASS.
The Board of Health meeting was called to order on Novemberffl, gLM 81 # 5A51Q1i419y
Chairman Barbara Meade at the Berger Room, Town Hall. Those present at the meeting
were Barbara Meade Chair, and Colleen Seferian and Dr. David Singer.
In attendance: Linda Webster, Macaroni Grill, Erica McNamara - RCASA, Julia Perry
RCASA, Ben Hitchcock RCASA, Connie DeBenedetto RCASA, Madeline Chiappini and
Larry Ramdin, Staff Liaison/ Health Services Administrator.
OLD BUSINESS
Minutes of meeting held on October 9, 2008 were read and accepted 3:0.0
Introduction and Confirmation of Dina Mc Carron RN as an Agent of the Board of
Health
Dina Mc Carron, RN was introduced to the board, as the Public Health Nurse, Ms Mc
Carron started her duties with reading on October 3, 2008, previous to this position, she
was the public health Nurse in the City of Everett. Ms Mc Carron's appointment as an
Agent of the Board was confirmed by a 3:0:0 vote of the Board.
New licenses and Variances
Romano's Macaroni Grill
Linda Webster, Manager Roman's Macaroni Grill, Walkers Brook Crossing appeared
before the Board to petition for a food establishment permit. Ms Webster advised the
Board that the new license is necessary, because the ownership of the restaurant had
changed and there will be no changes in the restaurant operations, menu and physical
layout. Larry Ramdin Health Services Administrator, confirmed that the ownership at
Roman's Macaroni Grill had changed and pursuant to 105CMR 590.00, a new license is
necessary as food establishment permits are not transferable, there will be no changes in
the operation and recommended approval of the application. The Board approved the
license application 3:0:0.
The Wine Shop
The Wine Shop is transferring ownership as well and the potential buyers were unable to
attend,the meeting today. The Board was advised by the Health Administrator that there
will be no change in the operation; however the new ownership is considering applying
for a tobacco permit to sell cigars. The approval was deferred to the December 11,
meeting when the new owners will appear before the Board to petition for approval of
their Food permit application.
Burbank ice Arena
The Burbank Ice Arena has petitioned the Board to grant a variance from the
requirements of the Food Establishment code 105 CMR 590.00 and 1999 Food Code 4-
301.12 that requires the provision of a 3-bay sink and in lieu, use a mechanical
dishwasher. The menu is limited at the facility and there are severe space constraints as
well as the facility has provided alternative plans in the event of a dishwasher failure. The
Health Administrator has reviewed the application and advised that the request for the
variance meets with the spirit and intent and recommends its approval. The Board
accepted the recommendation and voted 3:0:0 to grant the variance
Peter Sanborn Place
Peter Sanborn Place has petitioned the Board of Health to grant a variance form the
requirements of 105CMR 590.00 and the 1999 Food Code 4-301.2 that requires the
provision of a 3-bay sink and in lieu use a mechanical dishwasher. The menu is limited at
the facility and there are severe space and design constraints in the kitchen. The Board
was advised that Larry Ramdin and Joan Vitale, Health Inspector have visited the facility
to review the request and assess the physical layout. The facility has a functioning
mechanical dishwasher and alternative plans and menu in the event of dishwasher failure
as well as a 24 hour on-call dishwasher repair contractor. Further the facility plans to
conduct repairs in the spring of 2009. The Board voted 3:0:0 to grant the variance until
August 30, 2009.
Presentation RCASA Tobacco Control Project
The RCASA youth tobacco control project presented its initiatives to the Board of
- Health, their main focus at present is chewing tobacco, and they have just received a
grant from the state to support their project. The program is based at the public Schools
but is seeking to expand to include Austin Prep School. Further the explained projects
that they will be doing for the great American Smokeout The Board of Health advised
that they were pleased to see the initiative and will provide any support they can to the
project. Presenting were Julia Perry, Ben Hitchcock, Connie DeBenedetto Madeline
Chiappini and Erica McNamara.
Administrative Report
The Board accepted the Health Administrators and enquired about the planned EDS
Drill/flu clinics, they were advised that all home visits, Senior Housing, Emergency
response personnel Flu immunizations were completed and plans are well in hand for the
drill, we will be testing our response capabilities as they are currently written and staffed.
The Board advised that they will be in attendance. The Administrator's report was
accepted 3:0:0
New Business
The Health Administrator has advised that he has been asked to develop a training
seminar for voluntary groups that serve food at temporary events, to educate them on
Food safety requirements and safe food handling practices. The seminar will be planned
for some time early in 2009.
Other Business
There being no other business Colleen Seferian made a motion to adjourn seconded by
Barbara Meade with a 2:0:0 vote. Meeting adjourned at 6:58 pm
