Mil 7 rya Minutes of the Reading MA ad hoc Health Insurance Task M9F'qjl_ ~ e ~ P 1;.: ti July 21, 2005 The meeting was called to order at 7:30 PM in the Arnold Berger Conference Room, Town Hall, 16 Lowell Street, Reading M<A. Present were: Task Force members Selectman Ben Tafoya, Dr. Donald Green, Kathy Golini, Pat Iapicca representing the Insurance Advisory Committee. Also present were HR Administrator Carol Roberts, Town Manager Peter Hechenbleikner, IAC members Arthur Vars and Darlene Porter. On motion by Iapicca, seconded by Green, Ben Tafoya was elected Chair on a vote of 4-0-0. The Town Manager and HR Administrator Carol Roberts reviewed the material supplied to the Task Force, which included: ♦ Policy establishing the Task Force ♦ Table of Contents for Chapter 32B ♦ Dates that section of Chapter 32 B were accepted ♦ Insurance agreement March 1, 2005 through February 28, 2006 ♦ Recap of the Health Insurance Program ♦ Demographics of Retirees ♦ 10 year history of Health Insurance Rates ♦ Numbers enrolled in Health Insurance programs ♦ Town of Reading General Fund Expenditures -1995, 2004, projected 2006 ♦ Comparison of other comminutes contributions to health insurance - Actives and retirees ♦ Brochures for insurance programs ♦ MMA Beacon article ♦ AARP article ♦ MMA Action alert July 19, 2005 ♦ MTA "A mounting crisis for local budgets: The crippling effects of soaring municipal health costs" ♦ RFP for Group Health Insurance - October 8, 2002 ♦ Town of Stoneham Health Insurance Opt-out program ♦ MMA Beacon article on 32B dated May 2005 Th e Task Force requested additional information on: ♦ Utilization ♦ Current Rates s Data on cost trends FY 2001 through 2006 ♦ Information on trends in changes in the program - i.e. changes in deductibles, co- pays, changes in prescription drugs, etc for the past 5 years ♦ Information on number of people who are eligible for benefits but don't take the benefit from the Town At the next meeting we will look at the available material provided, and focus on the RFP. Meetings will start at 7 PM on the following dates: ♦ July 28, 2005 ♦ August 11 ♦ August 25 ♦ September 1.
