July 19, 2006
The meeting convened at 7:30 p.m. in the Town Hall Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were George Rio, Gil Rodrigues, Jack Russell,
Tom Quintal, Julie Thurlow; George Katsoufis and Town Manager Peter Hechenbleikner.
Also in attendance were Sharon McGovern and Janice Jones.
The Town Manager reviewed the operating procedures for Boards, Committees and
Commissions.
The Committee discussed an outline of the Mission Statement and reviewed the
document establishing the Committee. Elements of the Mission Statement would include
understanding the existing supply of parking and other planning and regulatory issues;
understanding the need for parking as it may develop; developing alternatives to address
unmet parking needs, all with sensitivity to the abutting residential neighborhoods.
The Town Manager noted that one of the focuses should be to make the most of existing
parking by looking at shared parking.
There was a lot of discussion about what information exists, and the Town Manager will
pull that together for the Committee.
There was also discussion on identifying the issues.
On motion by Russell seconded by Rio, Gil Rodrigues was appointed Chairman of
the Committee by a vote of 6-0-0.
On motion by Rio seconded by Rodrigues, Jack Russell was appointed Vice
Chairman of the Committee by a vote of 6-0-0.
The group will circulate the production of Minutes among its members.
The Committee agreed to meet on the third Wednesday of the month, with the next
meeting being on August 16a'. The Town Manager will get a regular room schedule.
On motion by Russell seconded by Rio, the ad hoc Downtown Parking Committee
voted to adjourn their meeting of July 19, 2006 at 9:09 p.m. by a vote of 6-0-0.
