Economic Development Committee (EDC)
July 11, 2007
Attendance: Russell Graham, Jack Russell, Leslie McGonagle, Michele Williams, Carol Kowalski and Sheila

Review of 06.27.07 meetLng MINUTES
• On a motion by Russell, seconded by McGonagle, the MINUTES OF 6.27.07 were approved
unanimously.
Agenda Review
Business, Developer, and Resident Surveys
o Carol Kowalski discussed "Creating an Economic Development Action Plan" byLyons and
Hamlin. It is suggested reading for the committee.
o Online Survey - Is it possible? Carol to research the software program Survey Monkey for cost
and capabilities.
o The committee discussed hosting an Introductory breakfast for local businesses/owners. During
the meeting we would hand out survey.
o Leslie McGonagle and Michele Williams will be a sub-committee to review survey samples sent
by the Master Plan Committee and the submission from the City of Lowell. As well as add any
additional questions they feel are appropriate. Leslie will review a draft with the Chamber at
their next board meeting on Friday for feedback and discuss with the committee at our next
scheduled meeting.
o Carol Kowalski suggested the committee research the website Planning.org - American Planning
Association link - search Economic Development.

o Distributed by Carol Kowalski for the committee to review for the next scheduled meeting .
• Other business
o Farmers Market
• Carol Kowalski will research who coordinates the event, attends, logistics of
expanding/including additional local businesses.
o Tax Classification Ad Hoc Committee Update
• On a motion by Russell the EDC recommends the tax rate remains equal for
businesses and residents - no split. Seconded by McGonagle voted unanimously.
o Creative Arts Update
• Michele Williams to contact Jennifer Hart, Director regarding the Fabric Town building
being for sale.
o Website Update
Carol to contact Virtual Town Hall regarding a meeting with Sheila Clarke and
Meghan Young - Tafoya to discuss Adams recommendations for the website.
Meeting Schedule
o Next regularly scheduled meeting 7/25 at the Reading Senior Center at 7:30 p.m.

On a motion by Russell, seconded by Clarke, the committee voted to adjourn at 9:45 p.m. on a
unanimous vote.
