Members in attendance: Roberta McRae, Judy Junker, Ann Rotondo, Joyce Holt, Allison DaSilva, Anna. Dixon. Joyce Holt had the minutes from the Sept. 6, 2000 and the minutes were approved. Two copies of the approved minutes will be delivered to the Town Clerk's office at Reading Town Hall after every meeting in the future. The Town Clerk will then forward 1 copy of the minutes to the Reading Public Library. (Per a memo dated 9/14/00 from Cheryl A. Johnson, Town Clerks office to CHairman - Boards, Conunittees, Commissions and Task Forces. Roberta McRae passed out the Reading Cultural Council members list. Ann Rotondo delivered the Treasurer's Report. The next meeting will be for grant applicant interviews. Our approved grants are subject to state approval. The approval list from the State came back in March and April. Rejection letters - You may not appeal unless the council did not follow the State's rules. In the past, approval letters were sent out. Now we can send approval letters because the State says we are streamlined and money will be sent when money is sent by the state. Joyce Holt bound the Grant Books and passed them out to the members present. Roberta McRae took one more copy for the absent member, Debra D'Arcy . 46 grant applications were submitted this year. 59 grant applications were submitted last year Michael Conner got his own funding Reading Cultural Council Meeting Minutes October 18, 2000 (continued) Roberta McRae went over the materials needed for reading through the grants. Member Guide Book The Pass Chant Roster Check the Pass Grant roster: Does the destination show? Tickets must be $10.00 and the destination must be handicap accessible. Grant Applicants: #ucLuoC. Schools Pass Grants Grants from Reading associations Reading Public Library Reading Arts Last Night. 2000 A dancing school in North Reading Outside Reading with no venues, no dates booked - the program may not run if the dates are not booked. The council has until 11/8/00 to read the grants. Please ask Roberta McRae if you have any questions. Roberta McRae removed the ancillary paper material from the submitted grants and will pass out the material for the council members to look at after the interviews on Nov. 8, 2000. Phone: 978-266-9826 e-mail: rosiedq@aol. com Roberta McRae: 13 She received M phone calls from grant applicants this week to schedule interviews from 7:30pm - 8:30pm. The interviews will be minutes apart. Barrows School submitted grants, not everyone asks for an interview, but it is recommended. THe Unitarian Universalist grant applicant lives in Franklin and cannot make the interview. The council can call the applicant if there are any estions. The grant approval process: Read and mark up the books. Ask Roberta any questions ahead of time. After the Nov. 8th interviews, the council will wait 1 week and think about the grants. Do artists bring art into the community We give schools an equal opportunity We fund enrichment programs for schools equally 40% to the schools 60% to the community. us~u - rrr~ Reading Cultural Council Meeting Minutes October 18, 2000 (continued) The voting meeting is Nov. 14, 2000. 7:30pm the total dollars to grant is $-141200 The council will discuss each grant and come to an agreement Expenses for the council that come out of that figure are usually for: grant book binding $0 this year because of Joyce Holt's work Cultural Council recognition award $50.00 for the plaque $15.00 for the smaller cultural recognition award plate $50-100.00 for postage to notify grant recipients $25.00 postage for focus group postcards if focus groups are planned Publicity for the council Food for the Award Ceremony $200.00 for food and flowers at previous awards ceremonies. Grant recipients news: No one sent Roberta a note saying they do not want the grant. Michael Coleford is going to extend his grant money until March 2001, tying in the Film Festival with the CI-dotrudus Awards. The voting process: Nvr.-l5; 2090 N or! , 3 Send grant rejection letters the next day in writing. Grant applicants have until Dec. 1, 2000 to appeal and we have to meet again to re evaluate their grant and answer them in writing. The council should schedule a meeting to go over the paperwork. The RCC meeting is Dec. 13, 2000 Between Dec. 1 and Dec. 15, 2000 all paperwork must be filed at MCC The Pass grants vs the LCC grants A tally of the grants prepared 1 copy for the council and 1 copy for the State. The paperwork will be written at the Dec. 13th meeting and sent out. Roberta McRae will make copies of the reimbursement forms and send out their letters. Award letters could be sent out after Dec. 1, 2000. All streamlined LCC grants will be reviewed by the end of December and funding will come in Jan. 2001. The Cultural Recognition Award 2000 was created 2 years ago. A plaque with 20 plates on it for each year's recipient hangs in the Town Hall 1999 award winner was Judy O'Hare 1998 Award winner was Bill McLaughlin the 2000 award should be given by Dec. 2000. Paul Casey came Flower Pot Originals gave flowers for Susan Wornick and for Bill McLaughlin's wife. The senior center was the location for the 1999 ceremony The Parker Middle School was the location for the 1998 ceremony. The Hot Spot provided food for the 1999 ceremony Interested Reading restaurants presented a "Taste of Reading" at the 1998 ceremony Brad Jones presented a citation from the State Alan Foulds presented a citation from the Town of Reading The year 2000 Cultural Recognition Award: Who gets the award? Ways to decide: Lobbying for choices A teacher has not received the award Ballots in local papers and direct mail The Cultural Council received 13 ballots and Judy O'Hare was mentioned the most. Who would know who is deserving? The president of every art association newspaper ballots in the Reading Library A newspaper ballot Roberta will put an ad in the papers Place ballots in the senior center, at the high school. The award could be given at the Last Night 2000, on Dec. 30 in the Reading Memorial High School Lectur Hall. The last two recipients could be called to vote on the next recipient and receive ballots. Cultural Recognition Award advertisments Place in the papers from the beginning of Nov. through Nov. 30. Place them once a week in the Reading Advocate and Reading Chronicle Debra D'Arcy did the ad balots last year. The drop off place for the filled out ballots could be the "Town Hall mailbox and the Reading Public Library. Have a pile of ballot forms at the Library. Place an ad for the balot on RCTV reproduce the ballot form and e-mail RCTV. Place the ballot ad on the Town Web Page. Ann Rotondo will get all the figures together. If other meetings are needed, they can be scheduled in the R ILD building. New Member Allison Da Silva Roberta wants to bring in an associate member and maybe a full member. 9,17/99-6/3/02 Joyce Holt Judy Junker has to call Paula Schena at Town Hall for an end date. 61svzoo Reading Cultural Council Meeting Minutes October 18, 2000 (continued/) State Business: Roberta McRae has video of the LCC Streamline decision process: The state tracked councils for 5 years and read grants, tracked fixable grants, and the # of approved and rejected grants The income of the town and population determines the grant amount for each town. Roberta passed out the 2000-2003 Strategic Plan from the MCC . Joyce Holt will read it and pass it on. The council should develop a mission and tell how they operate like the MCC Strategic Plan. Young audiences: LCC grants written by enrichment people Specialized pre K-12 enrichment programs Roberta Me Rae will give Joyce Holt a disk that contains the rejection letter and acceptance letter to send to grant applicants. Joyce Holt: The Brook courthouse in Boston has an exhibit of the Black Experience in Massachusetts in Masachusetts Courthouses. Judge Julian Houston spearheaded the exhibit. Remind applicants at interviews: Applicants must credit the Reading Cultural Council. If no credit is given, the funds may be withheld. The MCC gives grant applicants their logo to help with crediting the MCC. The MCC needs an e-mail address form the RCC. We can app;ly for e-mail through an address at home or work. The MCC will e-mail information once a month. MCC calls for nominations for the Commonwealth Award on the State level - a cultural award. Chairs are invited to nominate a person and send back up paperwork. Event in residency Schools can apply for the grant. It supplies 30% of the cost of the program.
