Massachusetts is the only council which gets money into every city and town in MA. Some of the councils are paid through the cities and towns, most are run by volunteers or the cultural councils volliu?tP_.m are mt;f9'iFie:rs. The public was invited to this meeting. Every year we try to find a way to lessen the amount of reading. We give over 40% to schools and the other amount to the elderly and other applicants. Allison Da Silva started her membership in the council in Sept. 2000. She gave a presentation on the grant cycle step process. Grants must be postmarked by the deadline of Oct. 15 or if the deadline is on a Sat. or Sun., then the deadline is the following Monday. ( Late arrivals are not considered due to state guidelines.) Allison Da Silva said it was a. great learning experience for her. Allison, as a first time reader followed the guidelines by the state which asked us to ask each a~rgsie~ uiEe. The RCC is Streamlined. They have followed all the rules for the MCC. The MCC made the RC C Streamlined. Orly 2 of our grants had questions on them form the past. Streamlined means the decision is finial by the RCC in Jan. -being strearrilined is goon for the town because the town can get their money faster. After denial letters are sent out, you have a 2 week appeal period. Then it is finalized and sent into the state by Dec. 15th. A reimbursement form goes out with a letter to the grantees. A bill is not accevtable. It -must be a paid receipt. The grantees will not get the money until they show evidence of spending the money. The RCC has an annual Cultural Recognition award Plaque in the town hall. This year we awarded it to Rill F,ndslow at the Last Night festival in the town. Rill E slow was voted as the award recipient because the RCC nassed out voting cards and got enough votes back to vote. Ballots were in the town hall, library and the newspaper. Casey and put on a single press release and the Rep has a staff to help publicize. Rep. Nadine asked the RCC to mention the MCC when she interviews us to help her remember to include that information in her articles. Allison Da. Silva said the primary purpose of the meeting is for the Schoolk Enrichment Coordinators. The R.CC wants to make a small change based on the large number of applications. The Pass Grants are for schools, K-12, private, daycare, disabled gi°oups. Adult field trips should use the regular LCC grant application. hgdependent fund raising is not done by the RC;C the counit is too small in membership. Go to selectmen and be placed mot. . 9_ Ann Rotondo said that sometimes towns create bumpetstickers, cake sales at the voting poles. Town Government Rosalie: A lot of towns have low -isibihty and the MCC is trying to initiate meetings. Rosalie can help the RCC give presentations and raise visibility. Ann Rotondo: the treasurer at Reading Town Hall has been wonderful to her. The RCC likes to see innovative grants and senior citizen grant applicants. They like to award money for something unique. As of 2003 or 2004, then it will apply to your municipality to create a bond between the town and the RCC. Susan Ring Brown of ETMARC: the average grants funded are 27 from $100-$2,000 special project Ann Rotondo: If we get exceptional grant we will fund $500-600 for a seed money project. People cannot be dependent on the RCC. The Creative Arts did a scholarship grant. The RC{. wants to fund start ups.
