Introduction of new Associate Member: Janet Hatherley, Reading Memorial High School
student
Treasurer's Report: Too early in the grant cycle to report. A question on rollbacks was raised.
RCC granted $350.00 to the Barrows School in 2003-2004. The school did not claim its
reimbursement and it will be added to the 2004-2005 cycle for a total projected grant of
$4,110.00.
Review of various mail items
Mass Cultural Council: MCC is looking for Beta Testers to provide feedback on their new on-
line training. Allison was asked to be a Beta Tester and will take part. The on-line training is
approximately 1 _ hours and is available to both voting and associate members.
Also, in September and October members of the MCC staff and MAASH (Mass. Advocates for
the Art, Sciences and Humanities) will be hosting a "Listening Tour." The purpose of the tour is
to discuss advocacy efforts and strategic planning. Nicole plans to attend.
RCTV Oganization Night, September 23, 2004: Despite RCTV's unprofessional delivery last
year a decision was made to go ahead and place a live message reminding grant applicants of the
deadline. However, RCTV will be reminded of last year's disappointment and a firm request will
be made for a more professional delivery. Allison will deliver the live message.
Other Press: Notice of grant application deadline will also be placed in the Reading Advocate
and Reading Chronicle. Press releases will also be on display at the library and the town clerks
office.
Regarding 2003-2004 Grant Recipient Elise O'Connor: Elise was funded $560 to provide (12)
singing performances to Reading seniors in various locations by the end of December 2004. To
date she has completed (5) of the performances and forwarded an email message requesting $400
of the funds granted. After some discussion a decision was made to first, verify the (5)
performances and satisfaction with them. And, second, release a prorated amount of $233.00
based on those verifications. The balance of the grant is pending on the completion and
verification of the remaining performances before December 31, 2004.
Community Input Survey: A community input survey is being prepared for distribution in the
spring. Survey to follow MCC guidelines. Members suggested the survey should open with an
introduction of the Reading Cultural Council and its purpose. Janet Hatherley will prepare a list
of questions for review. Survey to be printed in the local newspapers. February 2005 - tentative
survey completion date.

Dear Ms. Haley:
On behalf of the Reading Cultural Council (RCC), we wish to inform you that the deadline to
submit reimbursement forms for the 2002-2003 grant cycle has elapsed. This letter will serve as
official notification that the $350 in funds allocated to the Barrows Elementary School for the
Multicultural Awareness program, grant #02-06, will not be paid since the RCC has not received
the required documentation to issue reimbursement. According to policy, this money will be
returned to the fund and made available for regranting to appropriate applicants for the next grant
cycle which commences in October, 2004.
The RCC operates under the rules, regulations and guidelines of the Massachusetts Cultural
Council (MCC) regarding fund allocation. According to those guidelines, you received a letter
in December, 2002 indicating the amount of the award. The letter also stated the deadline of
December 31, 2003 for request for reimbursement, and provided the necessary form with
instructions.
The Multicultural Awareness project was completed on January 16, 2003. In December, 2003,
through a series of communications with RCC Treasurer, Anne Hooker, you were granted a 30
day extension of the reimbursement deadline. This deadline was further extended in January,
2004, and additional copies of the reimbursement form were provided.
It is with regret that we inform you of the decision of the RCC to cancel funding for this grant
allocation. We thank you for your interest in culture within our community and hope to work
with the Barrows Elementary School on future programs.

Attached please find our 2003- 2004 fiscal grid for tracking reimbursement request. At
the last meeting three items were submitted which will be direct to Town Hall on June
17th. These three grants total two thousand dollars, the balance to be paid is $2160.00
The following is a current breakdown of our funds:
