Councilon Aging Board Meeting
Monday, December 12, 2005

Betty Cronin opened the meeting at 6:30 pm. Present were: Betty Cronin, Carole
Patterson, Dick Anderson, Barbara Powers, Carol Scrima, Ruth Goldberg, Dottye Foxon,
Sally Hoyt, Stacey Bertocchi, Edwina Kasper and Dawn Folopoulos, Administrator.
Also present Marguerite Bosnian, Associate Member.
November minutes accepted.
Administrator'.s Report: accepted
The Center has a new stereo paid for by the Burbank Fund.
The Thanksgiving Dinners delivered were appreciated - a few mishaps, but all went well
in the end.
Betty asked for volunteers to deliver the Christmas meals.
The Schroeder Fund pays for the Holiday meals delivered by COA volunteers. About 30
meals are delivered for Thanksgiving and 30 meals are delivered for Christmas. Meals
cost about $10 each.
Financial Report accepted.
Betty's letter of resignation as Chairman of the Council on Aging Board was read
Dick Anderson was elected as Chairman to fill Betty's position until the annual meeting
in June, 2006. Motion made by Betty, 2nd by Carol Scrima. Passed unanimously.
Betty and Dawn discussed the suggestions that were made by Emmett Schmarsow, who
heads the state agency for all Mass. COA's, at a meeting attended by Dawn and 3 of the
Board members. By approving changes in Article II, Section 6 we shall be in
compliance with some of his suggestions.
A copy of the "Rules of Organization and Procedure for the Reading, Massachusetts,
Council on Aging" was discussed and changes were made to Article II, Section 6.
It shall now read "The Chairperson, Vice-Chairperson and Secretary shall be elected at
the annual meeting of the Council from among the members of the council. Officers term
shall be limited to two successive 1-year terms. A one-year hiatus shall be taken before
being eligible for re-election to same office. There shall be a majority of members present
and voting." Motion made for approval by Dottye, 2nd by Ruth. Passed unanimously.

formed to help develop some guidelines for the new van. She will look into ways to
afford a part-time second driver to handle out-of-town medical appointments if we can
keep the old van.
Dawn and Betty met with a representative from Senior Citizen Publishing Co. to discuss
entering into a 36-month agreement with them to publish "Pleasantries". The annual
savings to the Burbank Fund will be $3.495. We will continue to pay for the postage for
the mailings three times a year. The newsletter will also be available on-line.
Motion to accept made by Ruth, Vd-by Carol. Pass unanimously.
Stacey and Carol Scrima volunteered to help put together a Welcome Package for new
members to the Board.
Re: the Property Tax Program - it is in the FY 2007 recommended Elder Services
budget.
A committee, SPICE, will look into safety concerns of the elderly and help develop
programs to address them, such as the Yellow Dot program.
Motion to adjourn by Dick, 2nd by Dottye at 8:20 p.m.
