Old/New Business: Pondview Lane, Order of Conditions, DEP 270-345, RGB 2000-52 The Commission reviewed the status of work at the site. Dl lt`x,Ss. A 11 l 10 /A 1 1 Mr. Greene moved to authorize the Administrator to sing off on occupancy for Lot 10, pending repairs to erosion controls. Mr. Finch seconded. Vote 4-0. 58 Lawrence Road, Order of Conditions, DEP 270-419, RGB 2004-4 The Commission reviewed a site visit report. Dave Johnson presented an as-built plan. Mr. Greene moved to issue a Certificate of Compliance and release the surety in full. Mr. Finch seconded. Vote 4-0. Reading Memorial High School, Oakland Road, Order of Conditions, DEP 270-416, RGB 2003-51 The Commission reviewed the status of work on the reconstruction project with Supt. Schettini and Peter Rice, TLT Construction. Ms. Fink distributed a memorandum with concerns. Josh Alston of JNEI, Inc. presented a preliminary plan for replacement of the main stream culvert. The Commission asked questions about methodology. Public Meeting, 67 Forest Street, Request for Determination of Applicability, Stephen O'Neill, RGB 2004-38, tree cutting and deck reconstruction The Chairman opened the meeting. The applicant was not present. The Commission reviewed a site visit report. The Commission amended draft Findings and Conditions. Mr. Finch moved to issue a negative Determination of Applicability with the Findings and Conditions as amended. Ms. Longley seconded. Vote 4-0. Public Meeting, 637 Pearl Street, Request for Determination of Applicability, Carleton Pendexter, RGB 2004-39, deck and three-season porch The Chairman opened the meeting. The applicants were present. The Commission reviewed a site visit report and draft Findings and Conditions. Richard Harper, 695 Pearl Street, asked whether the project would change the drainage system. The applicant said no change was proposed. Ms. Longley moved to issue a negative Determination of Applicability with the Findings and Conditions as drafted. Mr. Greene seconded. Vote 4-0. Minutes, Reading Conservation Connnission, January 5, 2005 Public Hearing, Strout Avenue, Abbreviated Notice of Resource Area Delineation, Town of Reading Public Works Department, RGB 2004-40, wetlands boundaries The Chairman opened the hearing. Brian Buckley and Isabel Simoes of CDM and Peter Tassi, Water Department, were present. Ms. Simoes presented revised site plans and reviewed wetlands delineations. The Water Department wants to construct a new water treatment plant. The Commission reviewed site visit reports, aerial photos, well draw-down, and soils information. Questions were raised about land subject to flooding and vernal pool boundaries. The Commission requested additional information. Mr. Finch moved to continue the hearing to Janaury 19, 2005 at 7:45 PM. Mr. Greene seconded. Vote 4-0. Old/New Business: 40-70 West Street, Archstone Reading, Order of Conditions, DEP 270-412, RGB 2003-46 The Commission reviewed revised site plans, drainage calculations, and other pre- construction requirements. Maplewood Village, between 201 and 275 Salem Street, Order of Conditions, DEP 270- 423 Ms. Fink reported that revised site plans and construction sequence will be submitted for approval soon. Pinevale Conservation Area Ms. Fink reported a site inspection after an obstruction in the brook was cleared by DPW. The site is in stable condition and flow is restored. 105 Arcadia, Determination of Applicability, RGB 2002-10 The Commission reviewed a revised site plan for the deck and patio. Mr. Greene moved to accept the revised plan. Ms. Longley seconded. Vote 4-0. 9 Mill Street, North Reading, DEP 245-1037 DEP will hold a meeting on January to review the appeal of the SOOC. Ms. Fink will attend. Policy on bonds The Commission discussed ways to standardize the amounts set for sureties under Orders of Conditions and ways to track the sureties from receipt to final release. 1 General Avenue The Commission reviewed the status of work on removal of lead-contaminated soils. Barrows Elementary School The Commission reviewed the status of work on school reconstruction. Wood End Elementary School The Commission reviewed the status of work and a memorandum concerning a path. The meeting adjourned.
