HomeMy WebLinkAbout2005-02-09 Conservation Commission MinutesMinutes, Reading Conservation Commission, February 9, 2005 t Minutes of the Reading Conservation Commission Selectman's Meeting Room, Town Hall February 9, 2005 LU Present: Will Finch, Acting Chairman; Jamie Maughan, Doug Greene, Becky Longley, Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Oakland Road at Birch Meadow Drive, Stream Culvert, Order of Conditions, DEP 270- 437, RGB 2005-3 Josh Alston of JNEI, Inc., presented a revised methodology for replacement of the stream culvert. The Commission asked questions about various details. Mr. Maughan moved to accept the revised methodology as an insignificant plan change. Ms. Longley seconded. Vote 4-0. Inwood Avalon - Notice of Intent, Woburn Bill Bergeron of Hayes Engineering, Gary Sanford of Sanford Ecological, Scott Dale of Avalon Bay, and Stephen Schwartz, attorney were present. Mr. Bergeron described the history of permitting and construction for the Inwood Drive site in Woburn. Avalon Bay is presently seeking permits to construct apartments and condominiums on the site in place of the previously permitted office park. Mr. Bergeron reviewed the details of the site plan. The Commission asked questions and decided to send written comments to Woburn Conservation Commission. Public Hearing, 8 Buckskin Drive, Notice of Intent, Paula L. Tucci, , .DEP 270-438, RGB 2005-2 Mr. Finch opened the hearing. The Commission reviewed comments from NHESP, the DEP file number notification, and draft Findings and Conditions. Ms. Longley moved to close the hearing. Mr. Maughan seconded. Vote 4-0. Ms. Longley moved to issue the Order of Conditions with the Findings and Conditions as amended. Mr. Maughan seconded. Vote 4-0. Public Hearing, 16 Track Road, Notice of Intent, RGB 2005-4 Mr. Finch opened the hearing. Alicia Raddatz, Seekamp, and Brien Lafferty, applicant, presented the.plan to demolish an existing house and build a new house in Riverfront Area. The Commission asked questions, reviewed a memorandum from Ms. Fink, and reviewed a site visit report. The Commission requested additional information. Mr. Greene moved to continue' the hearing to February 23, 2005, at 7:40 PM. Ms. Longley seconded. Vote 4-0. Minutes, Reading Conservation Commission, February 9, 2005 Public Hearing, Camp Curtis Guild, 25 Haverhill Street, Notice of Intent,, RGB 2005-5 Mr. Finch opened the hearing. Phil Schriebman, DCAM, and Dave Schafer, TRC, presented the plans to decommission two firing ranges, including treatment of soils contaminated with lead and other heavy metals. The extent of work in the Buffer Zone will depend on the extent of contamination found as soils are excavated. The Commission asked questions, reviewed a memorandum from Ms. Fink, and reviewed a site visit report. The Commission requested additional information. Mr. Greene moved to continue the hearing to February 23, 2005, at 7:50 PM. Ms. Longley seconded. Vote 4-0. Public Hearing, 14 Strawberry Hill Lane; Notice of Intent, RGB 2005-6 Mr..Finch opened the hearing. Mrs. DeAngelo, applicant, and her attorney, Mark Favaloro, presented plans to build a house and driveway in vernal pool habitat. The Commission asked questions, reviewed a memorandum from Ms. Fink, and reviewed a site visit report. The Commission requested additional information. Chet Tyminski, 17 Balsam Road, asked whether the pond was Sturges Pond. Mrs. DeAngelo stated that it is not. David Ventola, 22 Strawberry Hill Lane, supported building a house on the site. Mr. Maughan moved to continue the hearing to February 23, 2005, at 8:00 PM. Ms. Longley seconded. Vote 4-0. Public Hearing, 23 Criterion Street, Notice of Intent, Sage Building and Development Corp., RGB 2005-7 Mr. Finch opened the hearing. James Lordan, applicant, was present. Libby Wallis, Hayes Engineering, presented the plan to demolish an existing house and build a new house and driveway. The applicant requested variances from the Buffer Zone setback standards. The Commission asked questions, reviewed a memorandum from Ms. Fink, and reviewed a site visit report. The Commission requested additional information and suggested a continuation until early spring to facilitate confirmation of the wetlands boundary. Mr. Kleponis, 29 Criterion Street, asked about the location of the proposed house and intended landscaping. Mr. Lordan described the proposal. Mr. Maughan moved to continue the hearing to April 13, 2005, at 7:30 PM. Ms. Longley seconded. Vote 4-0. Public Hearing, Governors Drive, Notice of Intent, Habitat for Humanity, RGB 2005-8 Mr. Finch opened the hearing. Tom Garasche, Habitat for Humanity, presented the plan to construct two houses and driveways on two lots. Minutes, Reading Conservation Commission, February 9, 2005 The Commission asked questions, reviewed a memorandum from Ms. Fink and one from the Town Engineer, and reviewed a site visit report. The Commission requested additional information. Tom O'Calley, 33 Canterbury Road, asked for information to identify the lots. Mr. Garasche answered, Tim Murphy, 25 Canterbury Road, reported that the neighborhood has problems with high groundwater and wet basements. He asked about the drainage plan, and Mr. Garasche described the proposed system. Ross Postit, 20 Governor's Drive, also asked for information about the drainage design and Mr. Garasche answered. Ms. Longley moved to continue the hearing to February 23, 2005, at 7:10 PM. Mr. Greene seconded. Vote 4-0. Public Meeting, 118 Lilah Lane, Request for Determination of Applicability, RGB 2005-9 Mr. Finch opened the meeting. Randy Huber, applicant, and Tony Tora, contractor, presented the plans for an addition to the existing house. The Commission asked questions, reviewed a site visit report, and reviewed draft Findings and Conditions. Ms. Longley moved to issue a negative Determination of Applicability with the Findings and Conditions as amended. Mr. Greene seconded. Vote 4-0. Old/New Business: Minutes, May 26, 2004 ' Mr Greene moved to accept the minutes of May 26, 2004, as drafted. Ms. Longley seconded. Vote.4-0. Pondview Lane, Order of Conditions, DEP 270-345, RGB 2000-52 Ms. Fink reported that the developer had not yet submitted an as-built plan. Archstone Reading, Order of Conditions, DEP 270-412, RGB 2003-46 The Commission reviewed the MEPA Notice of Project Change. Comments will not be sent because the changes are not significant. Reading Memorial High School, Oakland Road, Order of Conditions, DEP 270-416, RGB 2003-51 The Commission reviewed a memorandum from the Town Engineer and will forward it to the design engineer for a response. Minutes, Reading Conservation Conunission, February 9, 2005 The Commission reviewed four sketch plans showing proposed revisions in the drainage system. Ms. Longley moved to accept the sketch plans as insignificant plan changes under the Order of Conditions. Mr. Greene seconded. Vote 4-0. Maplewood Village, between 201 and 275 Salem Street, Order of Conditions, DEP 270- 423 The Commission reviewed revised site plans. Ms. Longley moved to accept the revised plans as insignificant plan changes under the Order of Conditions. Mr. Greene seconded. Vote 4-0. The meeting adjourned. 4
