Mr. Finch moved to issue a Certificate of Compliance for the project. Ms. Longley seconded. Vote 4-0. Mr. Finch moved to release the bond in full for the project. Ms. Longley seconded. Vote 4- 0. 21 Line Road, Order of Conditions, DEP 270-419, RGB 2003-39 The Commission reviewed the as-built plan and site visit report. Ms. Longley moved to issue a Certificate of Compliance for the project. Mr. Greene seconded. Vote 4-0. 3 Line Road, Order of Conditions, DEP 270-432, RGB 2004-27 The Commission reviewed a bond estimate from the Town Engineer. Mr. Finch moved to adjust the requested bond to $5000.00 for the project. Ms. Longley seconded. Vote 4-0. Archstone Reading, 40-70 West Street, Order of Conditions, DEP 270-412, RGB 2003-46 The Commission reviewed a bond, a revised site plan for Detention Basin 1 and construction sequence plans. Mr. Finch moved to accept the all three documents, with the provision that Detention Basin 1 be constructed and planted early in the growing season. Ms. Longley seconded. Vote 4-0. Public Hearing, 15 Timothy Place, Request to Amend Order of Conditions, Nick Diranian, DEP 270-398, RGB 2003-16 At the request of the applicant, the Commission postponed the hearing until April 27, 2005, at 7:30 PM. Public Hearing, 468 West Street and 11 Longwood Road, Request to Amend Order of Conditions, Johnson Woods Realty Corporation, DEP 270-424, RGB 2004-10 The Chairman opened the hearing. Ted Moore, applicant, Bill Bergeron of Hayes Engineering, Brad Latham, attorney, and Mr. Peterson were present. Minutes, Reading Conservation Commission, February 23, 2005 Mr. Bergeron presented a revised site plan that would add the Peterson land at 11 Longwood Road to the condominium, demolish the existing Peterson house, construct new house at l 1 Longwood Road, extend utilities to the house, and add an additional condominium building on Taylor Lane. The Commission asked questions, reviewed a memorandum from Ms. Fink, and reviewed a site visit report. The Commission requested additional information. Anthony Crupi, 43 Longwood Road, asked how many units would be built on Longwood Road. Mr. Bergeron answered one. Allison McGonagle, 84 Longwood Road asked about.the timing of construction. She is concerned about heavy vehicles. They have already damaged a drainage structure at the end of Longwood Road, and there are children in the area. Mr. Moore said some vehicles must use Longwood Road, but others will enter the construction area from Johnson Woods. He will repair any damaged drainage structures when work is done. Mr. Greene moved to continue the hearing to March 9, 2005, at 8:00 PM. Ms. Longley seconded. Vote 4-0. Public Hearing, 16 Track Road, Notice of Intent, Brien Lafferty, DEP 270-439, RGB 2005-4 The Chairman opened the hearing. Brien Lafferty, applicant, and Alicia Raddatz, Seekamp, were present. Ms. Raddatz presented a planting plan. The Commission discussed erosion controls and bond estimates, and reviewed draft Findings and Conditions. Mr. Finch moved to require a bond of $2500.00 for the project. Mr. Greene, seconded. Vote 4-0. Ms. Longley moved to close the public hearing. Mr. Greene seconded. Vote 4-0. Ms. Longley moved to issue the Order of Conditions with the Findings and Conditions as amended. Mr. Finch seconded. Vote 4-0. Public Hearing, Camp Curtis Guild, 25 Haverhill Street, Notice of Intent,, DEP 270- 440, RGB 2005-5 The Chairman opened the hearing. Dave Schafer, TRC, submitted additional plans showing areas to be excavated during decommissioning of the firing ranges. The Commission asked questions about the treatment process, wetland and buffer zone impacts and restoration, and stream characteristics. Mr. Schafer answered and said additional information was being gathered for the Remedial Action Plan. The Commission asked about the intended placement of treated soils and future development in the area. Mr. Schafer said the soils would be placed away from the proposed building, probably under a paved parking lot. Mr. Greene asked for written specifications. Ms. Longley moved to issue the Order of Conditions with the Findings and Conditions as amended. Mr. Finch seconded. Vote 3-1, and the motion did not carry. Mr. Schaeffer offered to submit a copy of the complete bid specifications. Mr. Greene moved to reconsider the motion to issue the Order of Conditions with the Findings and Conditions as amended. Mr. Finch seconded. Vote 4-0. Mr. Greene moved to issue the Order of Conditions with the Findings and Conditions as amended. Mr. Finch seconded. Vote 4-0. Public Hearing, 14 Strawberry Hill Lane, Notice of Intent, Mona DeAngelo, RGB 2005-6 The Chairman opened the hearing. Mona DeAngelo, applicant, John Ogren, Hayes . Engineering, and Mark Favaloro, attorney, were present. Mr. Favaloro presented the plan to build a house and driveway. Ms. Fink submitted several scientific journal articles with studies of wood frog habitat requirements. Mr. Greene also submitted a research study. Ms. Longley requested additional time to review the documents. Ms. Fink reported a conversation with Leo Kenney concerning possible off site mitigation, but there were no specific plans or locations or cost figures. Mr. Ogren reviewed the amount of vernal pool habitat on the site, and the amount that would be permanently altered by the project. Mr. Finch noted that the site plan gave differing figures. Ms. Fink noted that vernal pool season was approaching and would offer an opportunity to do a field study. Ms. DeAngelo asked about the process for certifying the vernal pool through NHESP. Ms. Fink explained the process. Mr. Finch moved to grant the waiver requested for the portion of the RGB filing fee related to vernal pool habitat alteration. The fee had been paid fora previous Notice of Intent that was denied. Ms. Longley seconded. Vote 4-0. There were further questions about the proposed work. Mr. Greene moved to continue the hearing to March 9, 2005 at 7:30 PM. Mr. Finch seconded. Vote 4-0. Public Hearing, Governors Drive, Notice of Intent, Habitat for Humanity, RGB 2005-8 The Chairman opened the hearing. John Boyle of Habitat for Humanity presented a revised J plan to build two houses and two driveways on two adjacent lots. Minutes, Reading Conservation Commission, February 23, 2005 Ms. Fink reported that the Town Engineer had reviewed the revised drainage design and found it acceptable. DEP has not yet issued a file number. The Commission reviewed draft Findings and Conditions. Ms. Longley moved to close the public hearing. Mr. Finch seconded. Vote 4-0. Mr. Greene moved to issue the Order of Conditions with the Findings and Conditions as amended, pending receipt of a file number from DEP. Ms. Longley seconded. Vote 4-0. 118 Lilah Lane, Determination of Applicability, RGB 2005-9 The Commission reviewed a revised site plan and drainage calculations. Ms. Fink reported that the Town Engineer had reviewed the revised drainage design and found it acceptable. Mr. Greene moved to accept the plans as an insignificant change under the Determination. Ms. Longley seconded. Vote 4-0 Barrows Elementary School, Edgewood Avenue, Order of Conditions, DEP 270-414, RGB 2003-49 The Commission reviewed a site visit report. Ms. Fink will follow up with the contractor. 12 and 13 Track Road The Commission approved letters to the owners concerning use of abutting Town land. Walkers Brook Crossing, Order of Conditions, DEP 270-352, RGB2001-14 Ms. Fink reported a site inspection to view ice formations on the retaining wall at a point where water from the cap above comes to the surface. Master Plan The Commission reviewed a draft section on open space and natural resources. 595 Haverhill Street The Commission reviewed a site visit report and correspondence from the Health Department concerning a beaver dam that is threatening to flood the house at 595 Haverhill Street. Mr. Greene moved to issue an Emergency Certification to trap the beavers and lower the dam. Ms. Longley seconded. Vote 4-0 310 CMR 10.00 Ms. Fink noted that DEP is publishing revised wetland regulations that will become effective on March 1. The meeting adjourned. 4
