C, March 23, 2005 Present: Bill Hecht, Chairman, Will Finch, Doug Greene, Becky Long- ley', 'Steve Goldy,~ Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: 1 General Avenue, Order of Conditions, DEP 270-428, RGB 2004-22 Bob Poulos and Mark Favaloro presented a revised site plan for traffic improvements at the General Avenue/Walkers Brook Drive intersection. The improvements had been approved by the Selectmen. The Commission reviewed a memorandum from Ms. Fink and asked questions about the timing of work. Ms. Longley moved to accept the revised plan for the intersection as an insignificant plan change under the Order of Conditions. Mr. Finch seconded. Vote 5-0. 78 Sturges Road, DEP 270-443, RGB 2005-12 The Commission reviewed a draft Order of Conditions. Mr. Finch moved to issue an Order of Conditions with the Findings and Conditions as drafted. Ms. Longley seconded. Vote 5-0. 500 West Street, RGB 2005-11 The Commission reviewed a draft Order of Conditions and noted lack of DEP file number. Nancy Eaton of Reading Open Land Trust suggested revisions of the draft Order. Ms. Longley moved to issue an Order of Conditions with the Findings and Conditions as amended, pending receipt of a file number from DEP. Mr. Greene seconded. Vote 5-0. Public Hearing, Notice of Intent, Richard Terrill, Lots between 30 and 54 Azalea Circle, RGB 2005-13, The Chairman opened the hearing. Donald Seaberg, engineer, and Jerome Carr, wetlands consultant, presented the site plan for a house, driveway, utilities and landscaping. The Commission raised questions about a sewer pump, soils tests, setback from wetlands, sureties, variances, grading and drainage patterns, wetlands delineation, foundation depth, Scott Miller, 61) Carnation Circle, asked about the owner's relationship to Fafard Development. Mr. Seaberg said that Fafard owns and controls this lot and the adjacent lot. Mr. Miller asked about Fafard's permitting history and about variances. Minutes, Reading Conservation Commission, March 23, 2005 Sal Gentile, 54 Azalea, asked about stormwater management. Tom Anzuoni, Carnation Circle, asked about location of proposed house on second lot, about zoning standards for lots, about the process for wetlands variance review, and about architecture. Dick Nazarro, President of Greenhouse Acres Condominium, asked about drainage and a third lot abandoned by Fafard. Virginia Adams, 59 Azalea, asked about the frontage of the lots and the proposed shared driveway. John Genowski, 30 Azalea, asked about the effects of the proposal on the size of the wetlands. The Commission, Mr. Seaberg, and Mr. Carr answered the questions from the public. The Commission reviewed a memorandum from Ms. Fink and asked the applicant to provide additional information. Mr. Greene moved to continue the hearing to April 27, 2005. Ms. Longley seconded. Vote 5-0. Public Hearing, Notice of Intent, Town of Reading Public Works Department, Strout Avenue, RGB 2005-14 The Chairman opened the hearing. Peter Tassi, Water Superintendent, was present along with Dwight Dunk, Isabel Simoes, and Brian Butler from CDM. They presented the site plan for a new water treatment plant, parking lot, water mains, and fencing in detail, and the Commission asked questions. Mr. Tassi and CDM answered. The Water Department hopes to have the Order of Conditions by the end of April to support their application for state funding, with a bid process and a June Town Meeting to follow. They were beginning a wildlife study required by NHESP that might result in conditions on the work. Work is proposed in Buffer Zone and Riverfront Area and near vernal pools. Ms. Fink had distributed a memo and CDM was working on comments. Les Sidewinder, 429 Grove Street, asked about noise impacts. CDM answered. Mr. Greene moved to continue the hearing to April 13, 2005. Ms. Longley seconded. Vote 5-0. Old/New Business: Maplewood Village, Salem Street, Order of Conditions, DEP 270-423, RGB 2004-13 Revised site plans were not submitted. This item will be placed on the April 13th agenda. The meeting adjourned.
