HomeMy WebLinkAbout2005-04-27 Conservation Commission MinutesMinutes, Reading Conservation Commission, April 27, 2005 Minutes of the Reading Conservation Commission Selectman's Meeting Room, Town Hall - April 27, 2005 Tr: Present: Bill Hecht, Chairman, Doug Greene, Will Finch, Steve Goldy, Mark Wetzel, Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: 23 Criterion Street, DEP 270-441, RGB 2005-7 The Commission reviewed comments from NHESP and decided to reopen the public hearing at their next meeting. The applicant agreed. Maplewood Village, Order of Conditions, DEP 270-423, RGB 2004-13 The Commission reviewed site inspection reports and draft condominium documents, along with a request for occupancy of Building F. The Commission decided to seek advice from Town Counsel on the documents. The Commission wants the developer to complete the connection of the roof drains to the infiltration bed before occupancy. Wood End Elementary School, Order of Conditions, DEP 270-341, RGB 2000-38 Superintendent Pat Schettini and Josh Alston, design engineer, were present. Mr. Alston presented a plan to change the configuration of the northern parking lot, including soils tests and drainage design. The Commission reviewed comments from Ms. Fink dated April 27, 2006. The Commission asked questions about the design, impervious cover, sidewalks, demand for parking, and proposed vegetation. Mr. Alston agreed to revise the plans and provide additional information at the next, meeting on May 11, 2006. Public Meeting, Request for Determination of Applicability, 45 Causeway Road, RGB 2005-16, The Chairman opened the meeting. Mark Wetzel recused himself. Randy Christensen and Peter Price presented plans by Reading Municipal Light Department, to replace circuit breakers at their Causeway Road facility. Work will be surpervised by a Licensed Site Professional. The Commission reviewed and revised draft conditions. Mr. Greene moved to issue a negative Determination of Applicability with the conditions as amended. Mr. Finch seconded. Vote 4-0. Public Hearing, Request to Amend Order of Conditions, 15 Timothy Place, DEP 270- 398, RGB 2003-16 The Chairman opened the hearing. Mark Wetzel returned. Nick Diranian, applicant, and Josh Latham, attorney, were present. Mr. Latham reviewed the history of work on the site and the proposed site plans. Mr. Diranian also wanted to add a covered porch to the plan, - but it was not shown. Minutes, Reading Conservation Commission, April 27, 2005 Old/New Business: MACC Training The Commission congratulated Will Finch, who has completed the MACC advanced training courses and will be recognized by the Board of Selectmen. 13 Harvest Road, Emergency Certification The Commission discussed the status of work and asked Ms. Fink to send a letter- to Commonwealth Tank Company. Camp Curtis Guild, Order of Conditions, DEP 270-440, RGB 2005-5 The Commission received reports on the pre-construction meeting for the firing range decommissioning project and a planning meeting for the NOI to permit the proposed maintenance facility. Reading Memorial High School Ms Fink reported a recent meeting with the Town Manager and Superintendent of Schools concerning erosion control and other problems at the high school construction site. The Commission would like to schedule a joint meeting with the School Board. An expert on stream bank restoration will be needed to analyze the damage to the stream. The Commission is concerned about the role of A13. 20 Dean Road Mr. Finch moved to approve a Minor Project Permit for tree cutting. Mr. Greene seconded. Vote 5-0. 27 Pitman Road Mr. Finch moved to approve a Minor Project Permit for a deck. Mr. Greene seconded. Vote 5-0. Scotland Road, ROLT lot The Commission discussed plans to organize a volunteer clean-up day. 538 Pearl Ms. Fink reported a site inspection. Work is complete and the site is stable. Mr. Finch moved to close the file. Mr. Greene seconded. Vote 5-0. 539 Pearl Ms. Fink reported a site inspection. Work is complete and the site is stable. Mr. Finch moved to close the file. Mr. Greene seconded. Vote 5-0. Barrows School Ms. Fink reported a site visit. She will follow up with a call to the contractor. The meeting adjourned. 3
