HomeMy WebLinkAbout2005-05-11 Conservation Commission MinutesMinutes, Reading Conservation Commission, May 11, 2005 Minutes of the Reading Conservation Commission ~V Selectman's Meeting Room, Town Hall May 11, 2005 5 ,f Present: Will Finch, Vice Chairman, Doug Greene, Steve Goldy, Mark Wetzel, Becky Longley, Jamie Maughan, Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Wood End Elementary School, Order of Conditions, DEP 270-341, RGB 2000-38 The Commission reviewed a memorandum from the Town Engineer concerning a proposed parking lot design. The design needs revisions. The matter will continue on May 25, 2005. 7 Heritage Drive John Pember, owned proposed cutting a disease red maple near the house. Ms. Longley moved to accept the proposal as an insignificant change. Mr. Wetzel seconded. Vote 5-0-1. (Mr. Maughan abstained.) 107 Howard Street, DEP 270-448, RGB 2005-15 The Commission reviewed a draft Order of Conditions. Mr. Maughan moved to issue an Order of Conditions with the Findings and Conditions as drafted. Mr. Goldy seconded. Vote 6-0. 25 Pinevale Road - Violation Ms. Fink reported changes in site conditions between last year and this year, including cutting and removal of trees and shrubs, construction of sheds and walkways, and soil disturbances, in Buffer Zone. The Commission will send a violation notice to the owner and ask him to attend the May 25, 2005 meeting. An Enforcement Order will be drafted. Public Hearing, Notice of Intent, 23 Criterion Street, DEP 270-441, RGB 2005-7, At the request of the applicant, this hearing was postponed to May 25, 2006. Public Hearing, Request to Amend Order of Conditions,, 15 Timothy Place, DEP 270- 398, RGB 2003-16, The Chairman opened the hearing. Nick Diranian, applicant, and Josh Latham, attorney, were present. Mr. Latham reviewed the proposed site plans. The Commission asked questions. Mr. Diranian and Mr. Latham answered. The Commission reviewed and amended draft Findings and Conditions. Ms. Longley moved to issue an Amended Order of Conditions with the Findings and Conditions as amended this evening. Mr. Maughan seconded. Vote 6-0. Minutes, Reading Conservation Commission, May 11, 2005 Johnson Woods, Order of Conditions, DEP 270-424, RGB 2004-10 Ted Moore, developer, and Brad Latham, attorney, were present. Mr. Latham described the history of land ownership and access use at the western end of Longwood Road. The Commission reviewed a draft grant of access easements over the Town Conservation Land for three houses, two existing and one proposed as part of Johnson Woods, along with a Sketch Plan showing the location of the easement. Mr. Wetzel moved to grant the access easement as drafted with the Sketch Plan attached Mr. Goldy seconded. Vote 6-0. Mr. Moore present revised site plans for Units 12, 13, and '4 on Green Meadow Drive. Adjustments have been made in topography and building locations to preserve certain trees. Ms. Fink reported that soils tests had been conducted recently for the required roof infiltration systems, but a design had not yet been submitted. Mr. Finch moved to accept the revised locations of the buildings as an insignificant plan change. Mr. Greene seconded. Vote 6-0. 51/67 Sanborn Lane, Order of Conditions, DEP 270-405, RGB 2003-23 Ms. Fink reported that DEP has sent the applicant a request for inforrnation related to the appeal for a Superseding Order. 553 Haverhill Street, Order of Conditions, DEP 270-409, RGB 2003-38 The Commission discussed a planting plan to restore a Zone of Natural Vegetation behind the new house. Ms. Longley moved to require 30 shrubs, evenly space, native species, at least 4' apart. Mr. Greene seconded. Vote 6-0. Minutes Ms. Longley moved to accept the Minute of July 28, 2004, as drafted. Vote 6-0. 1 General Avenue, Order of Conditions, DEP 270-428, RGB 2004-22 Ms. Fink reported that the CPDC did not approve a proposed open storage use for ABC Flea Mart. 66 Roma Lane Mr. Greene moved to accept the a Minor Project Permit for a deck. Mr. Goldy seconded. Vote 6-0. Minutes, Reading Conservation Commission, May 11, 2005 48 Pasture Road Mr. Greene moved to on the Minor Project Permit for tree removal. Ms. Longley seconded. Vote 6-0. 68 Old Farm Road The Commission reviewed a site inspection report. Mr. Maughan moved to close the file for a shed. Mr. Goldy seconded. Vote 6-0. 38 Old Farm Road The Commission reviewed a site inspection report. Ms. Fink will contact the DPW about changes in a drainage structure. 32 Old Farm Road, Order of Conditions The Commission reviewed a site inspection report. Mr. Goldy moved to issue a Certificate of Compliance for the swimming pool. Ms. Longley seconded. Vote 6-0. Pondview Lane The Commission noted that the Order of Conditions expired without a request for extension from the developer. Work is not complete. The Commission will issue an Enforcement Order for the remainder of the work. The meeting adjourned. l 4 Minutes, Reading Conservation Commission, May 11, 2005 Public Hearing, Notice of Intent, Lots between 30 and 54 Azalea Circle, DEP 270-442, RGB 2005-13, The Chairman opened the hearing. Don Seaberg, engineer, was present and described site plan revisions. Ms. Fink distributed written comments from herself and the Town, Engineer. The Commission asked questions about setbacks, status of the shared driveway under zoning, and trees to be saved. Mr. Seaberg and Ms. Fink answered. Virginia Adams, Azalea Circle, asked questions about trees to be removed and saved. Mr. Seaberg answered. Ms. Longley moved to confirm the Bordering Vegetated Wetland delineation shown on the site plan. Mr. Maughan seconded. Vote 6-0. Mr. Maughan moved to continue the hearing to June 9, 2005. Mr. Goldy seconded. Vote 6- 0. Public Hearing, Notice of Intent, 315 Salem Street, DEP 270-449, RGB 2005-17 The Chairman opened the hearing. Jeremy Pelletier, applicant, was present. The Commission reviewed revised site plans and aerial photos. They discussed a proposed planting plan to restore the inner Buffer Zone and Riverfront Area. Mr. Greene moved to close the hearing and issue an Order of Conditions at the next meeting on May 25, 2005. Mr. Finch seconded. Vote 6-0. Public Meeting, Request for Determination of Applicability, 30 Chequessett Road, RGB 2005-19 The Chairman opened the hearing. Mr. and Mrs. Frazier, applicants, and Chris Latham, attorney, were present. Mr. Latham described the proposed landscaping work. The Commission reviewed and amended draft Findings and Conditions. Mr. Maughan moved to issue a negative Determination of Applicability with the Findings and Conditions as amended this evening. Ms. Longley seconded. Vote 6-0. Public Hearing, Abbreviated Notice of Resource Area Delineation, 410 and 420 Franklin Street, RGB 2005-18 At the request of the applicant, this hearing was postponed to May 25, 2006. Public Hearing, Notice of Intent, Strout Avenue, DEP 270-445, RGB 2005-14, At the request of the applicant, this hearing was postponed to May 25, 2006. 7 Harvest Road Erazio and Eladio Gabara, owners, presented a proposal to change the driveway surface from gravel to stone dust. They will file a Minor Project Permit application if the material is accepted by the Commission. Mr. Greene moved to accept the change to stone dust. Ms. Longley seconded. Vote 6-0.
