Minutes of the Reading Conservation Commission
Selectman's Meeting Room, Town Hall
May 25, 2005
Present: Bill Hecht, Chairman, Steve Goldy, Becky Longley, Jamie Maughan,
Commissioners; Fran Fink, Administrator
The meeting was called to order at 7:00 p.m.
Public Hearing, Notice of Intent, 7 Jefferson Circle, RGB 2005-20
The Chairman opened the hearing. Lisa Haroutunian, applicant, and John Pantappas,
contractor, were present. They presented proposed site plans for an addition and deck.
The Commission reviewed comments from Ms. Fink and asked questions. Mr. Pantappas
answered. The Commission asked for a surveyed site plan, a site visit, and other
information.
Ms. Longley moved to continue the hearing to June 8, 2005. Mr. Maughan seconded. Vote
4-0.
Public Hearing, Notice of Intent, 23 Criterion Street, DEP 270-441, RGB 2005-7
The Chairman opened the hearing. James Lordan, Sage Building and Development Corp.,
was present. The Commission reviewed comments from NHESP, and they reviewed and
amended draft Findings and Conditions.
Mr. Maughan moved to issue an Order of Conditions with the Findings and Conditions as
amended this evening. Ms. Longley seconded. Vote 4-0.
Public Hearing, Notice of Intent, 65 Dividence Road, RGB 2005-21
The Chairman opened the hearing. David Farwell, applicant, and Nancy Twomey,
architect, present plans for an addition and driveway reconfiguration.
The Commission reviewed comments from Ms. Fink and asked questions. Comments had
not arrived from NHESP.
Ms. Longley moved to continue the hearing to June 8, 2005. Mr. Goldy seconded. Vote 4-0.
Public Hearing, Abbreviated Notice of Resource Area Delineation, Camp Curtis Guild,
25 Haverhill Street, RGB 2005-22
The Chairman opened the hearing. Sam Moffett from URS represented the Camp, alog
with Brian Vallaincourt, Keith Driscoll, and others. Mr. Moffett described the wetland
resource area characteristics and boundaries.
The Commission reviewed comments from Ms. Fink, asked questions, and requested
revised site plans.
Mr. Maughan moved to continue the hearing to June 8, 2005. Ms. Longley seconded. Vote
4-0.
Minutes, Reading Conservation Commission, May 25, 2005
Public Hearing, Abbreviated Notice of Resource Area Delineation, 410 and 420
Franklin Street, RGB 2005-18
The Chairman opened the hearing. At the request of the applicant, PRZ Properties, this
hearing was postponed to June 22, 2005.
Public Hearing, Notice of Intent, 112 Scotland Road, RGB 2005-23
The Chairman opened the hearing. Mr. and Mrs. Sahagian, applicants, and Nancy
Twomey, architect, were present. They described a proposed addition to the house.
The Commission reviewed comments from Ms. Fink, asked questions, and requested a site
visit to clarify the wetland delineation.
Nancy Eaton, Reading Open Land Trust, expressed concerns about the dumping of brush
and the discharge of a sump pump onto the ROLT parcel next to 112 Scotland Road and
asked for conditions in the permit to address these problems.
Ms. Longley moved to continue the hearing to June 8, 2005. Mr. Goldy seconded. Vote 4-0.
Public Hearing, Notice of Intent, Strout Avenue, DEP 270-445, RGB 2005-14,
At the request of the applicant, Town of Reading Public Works Department, this hearing
was postponed to June 8, 2005.
Public Hearing, Notice of Intent, 13 Harvest Road, RGB 2005-24
The Chairman opened the hearing. Yolanda Zavada and Ray Reimold from
Commonwealth Tank Company described plans to clean up heating oil that leaked into the
soils and ground water on the site.
The Commission reviewed comments from Ms. Fink, asked questions, and requested
additional information.
Ms. Longley moved to continue the hearing to June 8, 2005. Mr. Maughan seconded. Vote
4-0.
Public Meeting, Request for Determination of Applicability, 16 Varney Circle, RGB
2005-25
The Chairman opened the hearing. Wande Li, applicant, proposed the cutting of several
trees.
The Commission asked questions and then reviewed and amended draft Findings and
Conditions.
Ms. Longley moved to issue a negative Determination of Applicability with the Findings
and Conditions as amended this evening. Mr. Maughan seconded. Vote 4-0.

Old/New Business:
Meadow Brook Golf Club, Order of Conditions, DEP 270-431, RGB 2004-18
Warren Cochrane presented as-built plans and engineer's comments. He requested
occupancy for the pool house.
Mr. Maughan moved to authorize the Administrator to sign off on the occupancy permit.
Ms. Longley seconded. Vote 4-0.
25 Pinevale Road
The Commission issued an Enforcement Order to correct violations on site. Ms Fink will
finalize the findings and conditions.
Pondview Lane, Order of Conditions, DEP 270-345, RGB 2000-52
The Commission reviewed the status of work and a draft Enforcement Order.
Ms. Longley moved to issue the Enforcement Order as drafted. Mr. Goldy seconded.
Vote 4-0.
80 New Crossing, Order of Conditions, DEP 270-285, RGB 1996-9
Ms. Longley moved to issue a revised Certificate of Compliance. Mr. Goldy seconded
Vote 4-0.
315 Salem Order of Conditions, DEP 270-449, RGB 2005-17
The Commission reviewed and amended a draft Order of Conditions.
Ms. Longley moved to issue the. Order of Conditions with the Findings and Conditions as
amended this evening. Mr. Maughan seconded. Vote 4-0.
Reading Memorial High School, Oakland Road, Order of Conditions, DEP 270-416, RGB
2003-51
The Commission reviewed a proposal from the School Department to paved under the
players' benches at the lacrosse field and to apply artifical turf instead of grass to the D-
zones between the track and the football field. No one was present for the Schools to
answer questions. The Commission also received a report that the building had flooded
today and school had been dismissed early. It was not know whether the flooding was
caused by a problem with the drainage system or other cause. The Commission decided to
request additional information and continue the matter to June 8, 2005.

Ms. Longley moved to approve a Minor Project Pen-nit to cut trees. Mr. Goldy seconded.
Vote 4-0.
