Minutes of the Reading Conservation Commission

The meeting was called to order at 7:00 p.m.
Old/New Business:
7 Jefferson Circle, DEP 270-451, RGB 2005-20 -
Mr. and Mrs. Haroutunian, applicants, and Fred Geisel, wetlands consultant, were present
The Commission reviewed a draft Order of Conditions and answered questions from the
applicant.
Mr. Greene moved to issue grant an Order of Conditions with the Findings and Conditions
as drafted. Ms. Longley seconded. Vote 6-0.
Camp Curtis Guild, 25 Haverhill Street, DEP 270-452
Sam Moffett, and Brian Vallaincourt represented the applicant, Camp Curtis Guild.
The Commission reviewed and amended draft Findings and answered questions from the
applicant. The Commission asked the applicant to provide a signed and stamped copy of
the site plans.
Mr. Maughan moved to issue an Order of Resource Area Delineation with the Findings as
amended this evening, subject to receipt of signed and stamped site plans. Mr. Goldy
seconded. Vote 6-0.
Public Hearing, Abbreviated Notice of Resource Area Delineation, 410 and 420
Franklin Street, RGB 2005-18
The Chairman opened the hearing. Bill Bergeron, Hayes Engineering, Brad Latham,
attorney, and Marc Jacobs, soils scientist, were present for the applicant. They provided a
a soils analysis and revised site plan showing the limit of hydric soils in the lower part of the
meadow on the site. They did not submit any additional analysis of vegetation. They
reported observations of water near the surface where the soils are hydric. They suggested
that drainage characteristics in the area probably changed when the fonner farm was
subdivided for Pasture Road.
Mr. Finch reported site visit observations including ponding at the surface. Ms. Fink
showed the Pasture Road subdivision site plan that identifies the wet area as a "water hole"
and identified plant species seen during a site inspection. Mr. Latham stated that the area
was a dug farm pond for cattle use prior to the subdivision.
Bob Brown, Susan Drive, stated he had lived in the neighborhood 50 years and parts of the
farm had always been wet.
Mr. Latham questioned whether the plants in the area supported a wetland determination.
The Commission offered to continue the hearing to allow the applicant additional time to
analyze the plants. The applicant's representatives declined the offer.
The Commission reviewed draft Findings.

Public Hearing, Notice of Intent, Lots between 30 and 54 Azalea Circle, DEP 270-442,
RGB 2005-13
The Chairman opened the hearing. Don Seaberg, engineer, presented revised site plans and
drainage calculations for a drywell.
Virginia Adams, Azalea Circle, asked about the proposed foundation. Mr. Seaberg
answered.
The Commission reviewed and amended draft Findings and Conditions.
Ms. Longley moved to close the hearing. Mr. Goldy seconded. Vote 6-0.
Mr. Maughan moved to issue an Order of Conditions with the Findings and Conditions as
amended this evening. Mr. Goldy seconded. Vote 6-0.
Public Hearing, Notice of Intent, 13 Harvest Road, RGB 2005-24,
The Chairman opened the hearing. Yolanda Zavada and Ray Reinholt, Commonwealth
Tank Co., were present for the applicant: They presented plans to remove soils
contaminated with heating oil, and to pump and treat contaminated groundwater.
The Commission asked questions and requested additional information.
Mr. Greene moved to continue the hearing to July 6., 2005. Ms. Longley seconded. Vote 6-0.
Public Meeting, Request for Determination of Applicability, Willow Street from
Lowell Street to West Street, RGB 2005-28
The Chairman opened the meeting. Joe Delaney, Town Engineer, presented plans for
reconstruction of Willow Street. Work includes changes in grading, sidewalks, paving, and
replacement of a stream culvert.
The Commission asked questions and Mr. Delaney answered. The Commission reviewed
draft Findings and Conditions.
Mr. Greene moved to issue a negative Determination with the Findings and Conditions as
drafted. Mr. Goldy seconded. Vote 3 in favor and 3 against. Motion did not carry.
Mr. Finch moved to issue a positive Determination. Ms. Longley seconded. Vote 3 in favor
and 3 against. Motion did not carry.
The Commission discussed the matter further.
Mr. Maughan moved to issue a positive Determination with the Findings as drafted. Ms.
Longley seconded. Vote 4 in favor and 2 against. The motion carried.
Public Hearing, Notice of Intent, 335 Main Street, RGB 2005-29
The Chairman opened the hearing. William Stantial, applicant, was present and described
plans for restoration of Buffer Zone and Wetlands disturbed previously.

The Commission reviewed site inspection reports and comments from Ms. Fink. The
Commission asked questions about the present condition of the site and proposed work.
The Commission asked for additional information.
Bert Long, 227 Ash Street, expressed concern about flooding and asked whether the
proposed work would increase existing problems. The Commission answered
Ms. Longley moved to continue the hearing to July 6, 2005. Mr. Maughan seconded. Vote
6-0.
.Old/New Business:
Reading Memorial High School, Oakland Road, Order of Conditions, DEP 270-416, RGB
2003-51
Ms. Fink reported several recent inspections. Part of the new culvert collapsed under heavy
construction machinery. Another proposed plan has been submitted for D-zone paving and
RFA mitigation areas. A new plan for draining the low spot at the ball field has not yet been
submitted. Stream bank restoration plans have not been submitted yet. Ms. Fink and Mr.
Hecht will follow up at the next site inspection.
Barrows Elementary School, Order of Conditions, DEP 270-414, RGB 2003-49
The revised plan for the area drain at the dumpster pad has not yet been submitted.
Camp Curtis Guild, Draft Enviromnental Impact Statement
The Commission asked the Administrator to send comment on the EIS.

Mr. Finch moved to accept the Minor Project Permit for a deck. Mr. Greene seconded.
Vote 6-0.

Mr. Finch moved to accept the Minor Project Pen-nit for a deck. Mr. Greene seconded.
Vote 6-0.
1 General
Ms. Fink reported that the owners recently filed Building and Demolition Permit
applications for the sign and for water tank demolition. She is working with Bob Poulos
on pre-construction requirements.
