Present: Will Finch, Vice Chairman, Doug Greene, Steve Goldy, Becky Longley,
Jamie Maughan, Mark Wetzel, Commissioners; Fran Fink, Administrator
The meeting was called to order at 7:00 p.m.
Old/New Business:
84 Martin Road
Greg Lapery was present for the owner. Mr. Maughan and Ms. Longley reported site visit
observations concerning fill in wetlands and buffer zone. They recommended removing the
fill carefully from the wetland and restoring the wetland soils and plants. The buffer zone
needs to be graded to slope gently towards the wetlands. ZNV markers should be set and an
erosion barrier should be set.
Mr. Lapery was willing to carry out this work. The Commission will draft an Enforcement
Order for the next meeting on July 13, 2005.
Maplewood Village, Order of Conditions, DEP 270-423
The Commission reviewed a request for occupancy of Building E and a plan for removal of
rubble and restoration of resource areas near the stream. The Commission discussed certain
constraints needed to assure success of the restoration plan.
Ms. Longley moved to authorize the Administrator to sign off on occupancy for Building E
and to accept the restoration plan as discussed this evening. Mr. Maughan seconded. Vote
6-0.
Public Hearing, Notice of Intent, William Stantial, 335 Main Street, RGB 2005-29
Mr. Finch opened the public hearing. Bill Stantial, applicant, was present.
Mr. Greene reported site visit observations, including invasive plants in the wetlands and
areas needing restoration. The Commission discussed the proposed planting plan and
existing site conditions. The Commission raised questions about whether the proposed
drainage design met the DEP Stormwater Policy. They asked Mr. Stantial to submit a
revised drainage design including calculations.
Jack Lally, Avon Street, asked whether the Commission had received proposed plans for
subdivision of the site. Mr. Finch answered that no plans had been received. Mr. Lally
asked where the proposed runoff would go and Mr. Maughan said towards Ash Street.
Marian DiFiore, 219 Ash Street, asked how the proposed drainage would affect the wetlands
and flooding in her back yard. Ms. Fink said the proposed plan should not increase
flooding, but would not decrease it a great deal either.
Ms. Longley moved to continue the hearing to September 7, 2005, at 7:30 PM.

Public Hearing, Abbreviated Notice of Resource Area Delineation, Vale Realty Trust,
335 Main, RGB 2005-30
Mr. Finch opened the hearing. Bill Johnson, developer, and Jack Sullivan, engineer, were
present. They stated an intention to combine part of the land at 335 Main Street with land
at 15 Avon Street and create a residential subdivision. The hearing is to define the wetlands
resource area boundaries. A Notice of Intent will be submitted for the subdivision. They
identified a wetland in the northern end of the site.
Mr. Greene and Ms. Longley reported site visit observations and questioned whether
additional wetlands exist along the western side of the site. Low topography and wetlands
plants were present. Ms. Fink reported a previous inspection of this area by the Commission
during the winter of 2002 and recommended closer analysis. Questions were raised about
the filing fee, isolated land subject to flooding, present lot boundaries, and other matters.
Barbara Fazio, 132 Avon Street, reported having a wet basement and asked whether the
proposed subdivision would make it worse. She also reported skating on the wetlands in the
site, and asked where utilities would enter the site. Mr. Sullivan said the site slopes down
from Avon Street to Ash Street and thus the water should flow away from her house. He
said utilities would enter from Avon Street.
Janice Dorren, Avon Condominium, 295 Main Street, also reported existing high water
tables and drainage problems. Mr. Sullivan said the Notice of Intent would include a
drainage design.
Bill Downing, 14 Avon Street, asked where to see the site plans. He was referred to, the
Conservation office.
Mr. McCabe, Ash Street, reported that the water problems had become worse since the
apartments were built.
Marian DiFiore, 219 Ash Street, asked what the difference was between a wetland and a
flood plain. Ms. Fink explained.
Cynthia Ferson, 3 Avon Street, said she also needed a sump pump for her house and
expressed concerns about loss of wildlife habitat.
Jack Lally, 24 Avon Street, asked where the proposed drainage system would go. Mr.
Sullivan said it would be on site and discharge towards Ash Street.
Mr. Maughan asked for additional surveyed topography and the status of the catch basin at
219 Ash Street. He asked whether the catch basin qualifies the area as "bordering" a stream
across the street.
Ms. Longley moved to continue the hearing to August 3, 2005, at 7:30 PM.

Public Hearing, Notice of Intent, Commonwealth Tank Co., 13 Harvest Road, RGB
2005-24
Mr. Finch opened the hearing. Yolanda Zavada was present for Commonwealth Tank
Company.
The Commission reviewed and amended a draft Order of Conditions.
Mr. Maughan moved to close the public hearing. Mr. Goldy seconded. Vote 6-0.
Mr. Maughan moved to issue an Order of Conditions with the Findings and Conditions as
amended this evening, pending receipt of a File Number from DEP. Ms. Longley
seconded. Vote 6-0.
Old/New Business:
2 Maple Street
The Commission determined that a fallen tree was on private land and was not blocking
stream flow. The owner may remove the tree at her own expense.
115 Charles Street, Order of Conditions, DEP 270-367, RGB 2002-3
Ms. Longley moved to issue a Certificate of Compliance. Mr. Greene seconded. Vote 7-0.
Ms. Longley moved to release the bond in full. Mr. Greene seconded. Vote 7-0.
Walkers Brook Crossing
Vegetation status report is due June 30.
88 and 98 Walkers Brook Drive
Rubbish will be removed from the wetland soon.
Reading Memorial High School
The Commission discussed the status of work.
Wood End School
Revised plans had been submitted for the parking lot, and construction had begun.
Barrows School
The Commission reviewed a revised plan for an area drain at the dumpster pad.
Mr. Maughan moved to accept the plan as a minor plan change. Mr. Finch seconded. Vote
7-0.
The Administrator will attend the on-site meeting July 7th and convey the Commission's
concerns that grading, planting, and drainage be finished correctly before occupancy. The
Commission will inspect on July 12th
Lobs Mill Conservation Area, Mill Street
Postponed to July 13, 2005.

The Commission reviewed foundation as-builts.
175 Franklin
The Commission will send comments to the Zoning Board of Appeals.
16 Nugent
The Commission reviewed site inspection reports.
Mr. Greene moved to authorize the Administrator to sign off on occupancy. Mr. Goldy
seconded. Vote 7-0.
Camp Curtis Guild
The Commission reviewed a site inspection report. Some unexploded ordnance has been
found. The Commission will send a letter.
Dividence Meadows
The Commission decided to pursue a grant to purchase this land.
