Present: Mark Wetzel, Bill Hecht, Will Flinch, Doug Greene, Steve Goldy, Becky
Longley, Commissioners; Fran Fink, Administrator
The meeting was called to order at 7:00 p.m.
Old/New Business:
99 Fairchild Drive, Order of Conditions, DEP 270-399, RGB 2003-19
Mr. and Mrs. Petrillo present. Mr. Hecht gave site visit report.
Finch moved, Longley seconded, to issue Certificate of Compliance Vote 6-0.
Finch moved, Longley seconded, to release bond in the amount of $5,000.00. Vote 6-0
Wingate, 1364 Main Street, Order of Conditions, DEP 270-387, RGB 2003-4
The Commission reviewed a report on status of work, and then set a deadline of October 1,
2005 for completion of corrective work.
Reading Memorial High School, Order of Conditions, DEP 270-416, RGB 2003-51
Mr. Hecht gave site visit report. Engineers have identified a problem with metals used in
culvert. Commission reviewed plan for bank restoration.
Finch moved, Goldy seconded to accept plan as minor plan change. Vote 6-0
Hearings:
Public Hearing, Abbreviated Notice of Resource Area Delineation, Vale Realty Trust,
335 Main, DEP 270-455, RGB 2005-30
Longley moved, Finch seconded, to require applicant to provide consultant fee in the
amount of $2500.00 for soils expert to delineate wetlands. Vote 6-0.
Longley moved, Finch seconded to continue hearing to September 14, 2005. Vote 6-0.
Commissioner Jamie Maughan arrived.
Public Hearing, Notice of Intent, Kevin Fulgoni, 26 Rear Summer Avenue, RGB 2005-

Present: Kevin Fulgoni, Lisa Mead (attorney), John Ogren (engineer).
Commission reviewed revised site plans; several letters, watershed analysis, drainage
design, for house, driveway, grading, and landscaping. They advised applicant to submit a
request for variance.
Greene moved, Longley seconded to continue hearing on August 24, 2005. Vote 7-0
Public Hearing, Notice of Intent, Kristen and James Pluntze, 93 Fairchild Drive, RGB
2005-27

Mr. and Mrs. Pluntze presented plans for deck and landscaping. Commission reviewed and
amended draft Order of Conditions. '
Maughan moved and Wetzel seconded to issue Order of Conditions as amended this
evening. Vote 7-0.
Public Meeting, Request for Determination of Applicability, David Johnson, 126
Howard Street, RGB 2005-33
Dave Johnson presented plans for demolition of existing house and construction of new
house. Commission reviewed draft Conditions.
Greene moved, Longley seconded to issue negative Determination of Applicability
permitting work subject to Conditions as drafted. Vote 7-0.
Public Hearing, Notice of Intent, Town of Reading Public Works Department, Strout
Avenue, DEP 270-445, RGB 2005-14
Finch moved, Goldy seconded to postpone hearing until September 14, 2005.
Public Meeting, Request for Determination of Applicability, Getty Petroleum, Inc., 306
Main Street, RGB 2005-34
Applicant was not present. Commission reviewed proposed work and draft Conditions.
Finch moved, Longley seconded to issue negative Determination of Applicability permitting
work subject to Conditions as drafted. Vote 7-0.
Public Meeting, Request for Determination of Applicability, John McCracken, 37
Pinevale Avenue, RGB 2005-35
Mr. McCracken presented plans for garage, porch, and landscaping. The Commission asked
questions and reviewed draft Conditions.
Maughan moved, Longley seconded to issue negative Determination of Applicability
permitting work subject to Conditions as drafted. Vote 7-0.
Executive Session:
Hecht moved to enter Executive session to discuss advice from Town Counsel concerning
26 R Summer Avenue. Each Commissioner voted in the affirmative.
Commission reviewed and discussed the advice.
Greene moved, Goldy seconded to end the executive session. Each Commissioner voted in
the affirmative.
Old/New Business:
553 Haverhill Street, Order of Conditions, DEP 270-409, RGB 2003-38
Commission reviewed site visit report and planting plan
Goldy moved, Maughan seconded to authorize sign-off on request for occupancy of new
house, provided that ZNV bounds have been set. Vote 7-0.
Cedar Swamp Conservation Area
Minutes, Reading Conservation Commission, August 3, 2005
Mr. Hecht reported that land owner had granted permission for stream monitoring project.
Dividence Meadows (off Kieran Road)
Administrator is working on Drinking Water Supply Grant for purchase of parcel.
Camp Curtis Guild, Order of Conditions, DEP 270-440, RGB 2005-5
Administrator gave update on DPW snow storage area and access roads, proposed materials
placement plan for lead-impacted soils.
Barrows School Order of Conditions, DEP 270-414, RGB 2003-49
Mr. Hecht gave site visit report. Work is needed on plants, sediment clean-up, erosion
controls, cleaning drainage system, finishing sidewalks, grading, drainage as-builts.
Commission reviewed revised plan for speed table.
Greene moved, Longley seconded to accept speed table as minor plan change. Vote 7-0.
Maughan moved, Finch seconded to authorize sign-off on final Certificate of Occupancy
provided that site stabilization is provided. Vote 7-0.
Wood End School, Order of Conditions, DEP 270-341, RGB 2000-8
Adminstrator gave site visit report. New parking lot is under construction. Still have not
corrected drainage problems. Commission decided to send letter requesting corrections.

Revised site plans were not submitted by applicant. Postponed to August 24, 2005.
Membership -
Maughan moved, Longley seconded to elect Bill Hecht Chairman and Mark Wetzel Vice
Chairman for FY 06. Vote 7-0.
Minor Projects
Maughan moved, Longley seconded to approve Minor Project Permits for work at 316
Ash Street (deck), 155 Walnut Street (deck, screened porch), 4 Ivy Road (porch), and 6
Rice Road (porch). Vote 7-0.
25 Pinevale Avenue, 337 Ash Street
The Commission scheduled site visits for August 24, 2005.
