The meeting was called to order at 7:00 p.m.
Old/New Business:
Draft Master Plan presentation was postponed by CPDC.
15 B Street, Order of Conditions, DEP 270-428, RGB 2004-22
Mr. Tremblay, applicant, presented site plan revisions. Administrator gave site visit report.
The Commission determined the revision would require a public hearing and advised Mr.
Tremblay to post legal notice for a hearing on September 14, 2005.
Hearings
Public Hearing, Notice of Intent, Kevin Fulgoni, 26 Rear Summer Avenue, DEP 270-
454, RGB 2005-27
Present: Kevin Fulgoni applicant, Libby Wallis wetlands consultant, Lisa Mead lawyer,
Chris Sparages, engineer
Ms. Wallis and Mr. Sparages presented revised site plans, watershed analysis, request for
variance, soils data. The Commission asked questions. Comments were not received from
NHESP.
Maughan moved, Longley seconded to continue hearing to September 28, 2005. Vote 5-0.
Public Hearing, Notice of Intent, Thomas Bringola, 19 Track Road, RGB 2005-36,
Mr. Bringola presented plans to demolish house and build new house. Ms. Longley gave
site visit report. Administrator made comments. Commission asked questions. Project is to
be reviewed by ZBA.
Goldy moved, Longley seconded to continue hearing to September 14, 2005. Vote 5-0.
Public Hearing, Notice of Intent, Richard Nastasi, 35 Tennyson RGB 2005-38
Present: Mr. Nastasi and Bruce Hughes, contractor.
Mr. Hughes presented plan for addition to house. Commission asked questions. Mr.
Maughan gave site visit report. Commission reviewed draft Findings and Conditions.
Longley moved, Maughan seconded to close hearing. Vote 5-0.
Longley moved, Goldy seconded to issue Order of Conditions with Findings and Conditions
as drafted, pending receipt of file number from DEP. Vote 5-0.
Public Hearing, Notice of Intent, Robert and Patricia DeMild, 141 Belmont Street,
RGB 2005-37

Mr. and Mrs. DeMild presented plans for addition to house, change in driveway.
Commission asked questions. Mr. Wetzel gave site visit report. Administrator made
comments.
'Maughan moved, Longley seconded to continue hearing to September 14, 2005.
Old/New Business:
337 Ash Street - Notice of Violation and Enforcement Order
Mr. and Mrs. Tine, owners, were present. Commission and Administrator described new
structures on site, and new clearing in wetlands and Buffer Zone. There was no record of
Building Permits or wetlands permits for work. Commission determined a violation had
occurred. Commission reviewed draft Enforcement Order with owners.
Longley moved, Finch seconded to issue Enforcement Order as amended this evening. Vote
5-0.
1 General Avenue, Order of Conditions, DEP 270-428, RGB 2004-22
Chris Sparages, engineer, presented site plan revisions for first phase of construction.
Commission asked questions. Administrator made comments. (Mr. Wetzel left the
meeting.)
Maughan moved, Longley seconded to accept plans for first phase of construction with
work to begin after pre-construction Conditions of the Order were met. Vote 4-0.
126 Howard, Determination of Applicability, RGB 2005-33
Commission reviewed site plan revision.
Longley moved, Goldy seconded to accept as minor plan change. Vote 4-0.
Johnson Woods, Order of Conditions, DEP 270-424, RGB 2004-10
Present: Bob Gargano, contractor and Brad Latham, lawyer
The Commission reviewed partial as-built plans of drainage systems and roadways. Mr.
Latham reported that roadway was paved to binder and that Master Deed and Condominium
Trust documents had been recorded. Site plan revision, partial, and draft condominium
documents. Commission wanted comments from Town Engineer and a site visit before
issuing a Partial Certificate of Compliance. They asked for as-builts of detention basin and
roadway grading.
Longley moved, Maughan seconded to authorize the Administrator to sign off on occupancy
for Buildings 6, 8, 40, 41, and 42. Vote 4-0.
40 Sunset Rock Lane - Notice of Violation
Commission reviewed draft Enforcement Order for paving driveway.
Longley moved, Finch seconded to issue Enforcement Order as drafted. Vote 4-0.
Other items on the agenda were continued to August 31, 2005. Meeting adjourned 11 PM.
