The meeting was called to order at 7:00 p.m.
Old/New Business:
25 Pinevale Avenue - Enforcement Order
Present:. Mr. and Mrs. MacKinnon, owners, and Mark Favaloro, lawyer
Mr. Favaloro submitted letter and photos. The Commission reviewed the history of the site.
The Commission scheduled a site visit for September 21, 2005.
256 Grove Street - Notice of Violation
Mr. Powers, owner, described work he had done recently to alleviate drainage problems and
improve the house. The Commission asked for a site plan to define wetlands boundaries
and work areas.

Public Hearing, Request to amend Order of Conditions, DEP 270-434, RGB 2004-30,
15 B Street
Mr. Tremblay, owner, presented site plan revision. Commission reviewed draft Amended
Order of Conditions.
Maughan moved, Goldy seconded to issue Amended Order of Conditions as draftes. Vote
5-0.
Greene moved, Wetzel seconded to close public hearing. Vote 5-0.
Public Hearing, Notice of Intent, William Stantial, 335 Main Street, RGB 2005-29
Present: William Stantial, Bob Stantial, owners, Jim Senior, lawyer, Jack Sullivan, engineer
Mr. Sullivan presented plans to change lot boundaries, improve drainage systems, and fence
for dog kennel. Commission asked questions. Administrator provided comments. Joe
Westerman, abutter, asked questions.
Finch moved, Maughan seconded to waive the filing fee for work in the wetland restoration
area. Vote 5-0.
Maughan moved, Goldy seconded to continue the hearing to September 28, 2005.

Public Hearing, Abbreviated Notice of Resource Area Delineation, Vale Realty Trust,
335 Main, DEP 270-455, RGB 2005-30
Present: William Stantial, Bob Stantial, owners, Jim Senior, lawyer, Jack Sullivan, engineer
Commission reviewed soils analysis by Peter Fletcher. Mr. Sullivan submitted revised site
plan based on analysis. Administrator submitted photos for the record.
Maughan moved, Greene seconded to continue the hearing to September 28, 2005.
Public Meeting, Request for Determination of Applicability, William Polleys,105
Belmont Street, RGB 2005-39
Mr. Polleys, owner, presented pla for addition to house. The Commission asked questions,
reviewed site visit reports, and reviewed draft conditions.
Greene moved, Maughan seconded to issue negative Determination of Applicability
permitting the proposed work subject to the Conditions. Vote 5-0.
Public Hearing, Notice of Intent, Thomas Bringola, 19 Track Road, RGB 2005-36
Mr. Bringola, owner, presented plans to demolish house and build new house. DEP file
number was not available yet, and Zoning Board of Appeals had not issued decision on plan.
Commission reviewed draft Findings and Conditions.
Maughan moved, Finch seconded to close hearing. Vote 5-0.
Maughan moved, Goldy seconded to issue Order of Conditions with Findings and
Conditions as amended this evening, pending receipt of DEP file number. Vote 5-0.

RGB 2005-37
Mr. and Mrs. DeMild presented plans for addition to house. DEP file number was not
available yet. Commission reviewed draft Findings and Conditions.
Goldy moved, Greene seconded to close hearing. Vote 5-0.
Maughan moved, Greene seconded to issue Order of Conditions with Findings and
Conditions as amended this evening, pending receipt of DEP file number. Vote 5-0.

Mr. and Mrs. Guitierrez presented plans for detached workshop building. Mr. Finch gave
site visit report. Commission reviewed draft Conditions.
Greene moved, Finch seconded to issue negative Determination of Applicability permitting
the proposed work subject to the Conditions. Vote 5-0.

Public Hearing, Notice of Intent, Town of Reading Public Works Department, Strout
Avenue, DEP 270-445, RGB 2005-14
The hearing was postponed until September 28, 2005, at the request of the applicant.
Old/New Business:
Amendment to Zoning Bylaw, Aquifer Protection District
Karen Herrick presented a proposal to amend the Zoning Bylaw to allow underground
propane tanks. The Commission reviewed a letter from the Fire Chief concerning such
tanks.
Maughan moved, Finch seconded to support the proposed amendment. Vote 5-0.
72 Van Norden Road
The Commission signed the Municipal Certification Form for submittal to the Division of
Conservation Services along with the Grant of Conservation Restriction.
Pondview Lane Subdivision, Enforcement Order
The deadlines set in the Enforcement Order had passed and work had not been done.
Maughan moved, Greene seconded to issue a fine of $300 for failure to comply with the
Order. Vote 5-0.
337 Ash Street, Enforcement Order
The Commission scheduled a site visit for September 21, 2005 and asked the Administrator
- to set bounds with the owner.
3 Zachary Lane, Order of Conditions, DEP 270-411, RGB 2003-41
Finch moved, Goldy seconded to issue Certificate of Compliance and release bond in full.
Vote 5-0.
93 Fairchild Drive, Order of Conditions, DEP 270-459, RGB 2005-32
The Commission signed the Order of Conditions that they previously voted to issue. DEP
had issued the file number.
Archstone Reading, West Street, Order of Conditions, DEP 270-412, RGB 2003-46
Maughan moved, Goldy seconded to approve proposed site plan revision as a minor change.
Vote 5-0.
1 General Avenue, Order of Conditions, DEP 270-428, RGB 2004-22
Finch moved, Maughan seconded to approve a Minor Project Permit for groundwater
monitoring wells. Vote 5-0.
87 Walkers Brook Drive
The Commission reviewed a report on the status of hazardous waste removal work.

The Commission reviewed a report on the status of hazardous waste removal work.
Camp Curtis Guild .
The Commission reviewed a report on the status of hazardous waste removal work. The
Commission also reviewed a Notice of Intent filed in Lynnfield and Wakefield for proposed
maintenance garage. The Commission will send comments.
Drinking Water Supply Protection Grant application, Kieran Road
Finch moved, Goldy seconded to spend up to $1000.00 from the Conservation Fund for an
appraisal.
Finch moved, Goldy seconded to support the Warrant Article at November Town Meeting
to authorize the purchase of the land for Conservation purposes under MGL Chapter 40,
Section 8.. Vote 5-0
Reading Memorial High School, DEP 270-416, RGB 2003-51
The Commission reviewed the status of work on site, and also design specifications for the
retaining walls.
Finch moved, Wetzel seconded to accept the wall specifications. Vote 5-0
Wood End School, DEP 270-241, RGB 2000-8
The Commission will request as-builts and seeding of the detention basin and other areas.
Barrows School, DEP 270-414, RGB 2003-49
Mr. Goldy reported a site visit. Some of the trees and shrubs are dying due to lack of water.
Maplewood Village
The Commission reviewed a site visit report. The infiltration bed is installed, but there
might be too much fill in the floodplain at Building B.
105 Arcadia
After hearing a site visit report, Maughan moved, and Finch seconded to close the file for
the project.

Minor Projects
Finch moved and Goldy seconded to approve Minor Project Permits issued for work at 201
Salem Street, 26 Milepost Road, 26 Lee Street, 1 General Avenue, and 7 Leaning Elm
Drive. Vote 5-0.

Tennessee Gas Pipeline, Strout Avenue
The Commission will send a letter to TGP asking that they remove the silt fences left from
recent repairs.
Prohibited Plant List - MA Dept. of Agriculture
The Commission reviewed a list of plants that the State proposes to ban from sale.
Minutes
Finch moved, Greene seconded to approve the Minutes of October 27, November 3 and
November 17, 2004 as drafted. Vote 5-0.
