HomeMy WebLinkAbout2005-10-12 Conservation Commission MinutesMinutes, Reading Conservation Commission, October 12, 2005 CLERK Minutes of the Reading Conservation Commi Selectman's Meeting Room, Town .Hall October 12, 2005 20 P b~ Present: Bill Hecht, Will Fitch, Steve Goldy, Mark Wetzel, Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Wood End School, DEP 270-241, RGB 2000-8 Mr. Hecht gave a site inspection report. No action was taken. 335 Main Street, RGB 2005-29 Present: Bill Stantial The Commission reviewed and revised a draft Order of Conditions. Wetzel moved, Finch seconded, to issue Order of Conditions with Findings and Conditions as amended tonight. Vote 4-0. 3 Line Road, DEP 270-432, RGB 2004-27 Present: Mr. and Mrs. Modagno Mr. Hecht gave a site inspection report. The Commission requested additional planting and an as-built site plan. 248 Main Street, DEP 270-296, RGB 1997-35 Present: Richard Carter Mr. Hecht gave a site inspection report. The Commission requested additional planting and clean-up in certain areas, along with revisions needed in the Grant of Conservation Restriction. Public Hearing, Notice of Intent, Deer Run Developers, Inc., Kylie Drive Subdivision (150, 160 and 166 Wakefield Street), DEP 270-462, RGB 2005-41 Present: John Ogren, Hayes Engineering The Chairman opened the hearing. Mr. Ogren presented revised site plans. Ms. Fink presented written comments. The Commission asked questions about the drainage design, grading, impervious cover, trees to be retained, and easements. Finch moved, Goldy seconded to continue the hearing to October 26, 2005 at 7:45 PM. Vote 4-0. 1 General Avenue, DEP 270-428, RGB 2004-22 Present: Bob Poulos, Danis Properties, Mark Favaloro, Attorney, Scott Fisher, New England Environmental Mr. Hecht gave a site inspection report, including some erosion problems in the replication areas. Minutes, Reading Conservation Commission, October 12, 2005 Mr. Fisher presented a plan revision including work on stream banks and in Buffer Zone, removal of invasive plants, installation of RMLD utility poles, and soil stabilization measures. The Commission questioned which trees and shrubs would be removed. The Commission agreed to the removal of some shrubs in the Buffer Zone, Norway Maples, and one diseased Elm near a proposed light pole. A methodology was discussed that would result in no filling of floodplain, no sedimentation in the brook, and monitoring after planting. Finch moved, Wetzel seconded to accept the proposed work as described and agreed this evening. Vote 4-0. 25. Pinevale Avenue, Enforcement Order Present: Mark Favaloro and Mrs. MacKinnon The Commission reviewed a proposed planting plan and asked that barberry be eliminated, that two trees be added, and that all plant species be reviewed by the Administrator before planting. Finch moved, Wetzel seconded, to accept the plan as revised this evening. Vote 4-0. Reading Memorial High School, DEP 270-416, RGB 2003-51 Mr. Hecht reported a conversation with Elaine Webb, School Committee, concerning sidewalks and Riverfront Area requirements south of the track. The Commission reviewed notes from a site meeting on October 5 and discussed concerns about TLT's lack of responsiveness. Archstone Reading, West Street, DEP 270-412, RGB 2003-46 Mr. Wetzel reported drainage problems on West Street after a recent storm. 13 Harvest Road, DEP 270-457, RGB 2005-24 Ms. Fink reported an inspection. Excavation has begun under the foundation. 337 Ash Street, Enforcement Orders Ms. Fink reported an inspection. Stakes have not been set and structures have not been removed as ordered. The Commission will begin issuing daily fines until the work is done. Pondview Lane Subdivision, DEP 270-345, RGB 2000-52, and Enforcement Order The Commission reviewed site visit reports. A letter will be sent concerning the status of work. 1481 Main Street The Commission discussed possible acquisition of the property at 1481 Main Street. It abuts Bare Meadow Conservation Area. Barrows School, DEP 270-414, RGB 2003-49 The Commission reviewed status reports from the design engineer and landscape architect. The Commission will continue to work with contractor and school representatives on punch list. Minutes, Reading Conservation Commission; October 12, 2005 Lobs Pound Mill Conservation Area Mr. Wetzel will attend the Eagle Court ceremony. Site visit protocol The Commission discussed suggestions for a site visit policy. The Administrator will draft a protocol for review. Town Meeting Warrant The Commission approved a draft for Article 15 and expressed reservations about Article 13. Finch moved. Wetzel seconded to support Article 7, the Stormwater Enterprise Fund. Vote 4-0. Bill from Peter Fletcher, Soils Consultant The Commission will ask the applicant to provide an additional $75 to cover the consulting fee for Mr. Fletcher's work. 79 Grove Street Finch moved, Wetzel seconded to approve a Minor Project Permit for tree removal. Vote 4-0. Meeting adjourned. 3
