Present: Bill Hecht, Jamie Maughan, Will Finch, Doug Green(NffiteWWd) t1 31 7:25), Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Johnson Woods, DEP 270-424, RGB 2004-10 Present: Bob Gargano, Brad Latham The Commission reviewed a plan for roof drains at Buildings 13 and 14. Mr. Maughan moved, Mr. Greene seconded, to accept as minor plan change. Vote 4-0. Mr. Latham requested occupancy for Buildings 10, 11, 16, and 17. Ms. Fink gave site visit report. Mr. Gargano described roadway work scheduled for near future and the status of work on various Buildings. Commissioners asked questions. Mr. Maughan moved, Mr. Greene seconded to authorize sign-off on occupancy for Buildings 10, 11, 16, and 17 after completion of specific curbing, landscaping, and erosion controls. Vote 4-0. Archstone Reading, West Street, DEP 270-412, RGB 2003-46 Mr. Maughan gave a site visit report - noted water overtopping West Street from the swale by 1-93, and erosion problems on site. The Commission reviewed a revised drainage design. Steve Goldy arrived during discussion. Mr. Finch moved, Mr. Greene seconded, to accept the revised drainage design as minor plan change. Vote 4-0-1. (Mr. Goldy abstained.) Committee for Climate Protection Mr. Goldy reported that the ad hoc Committee had recommended to the Selectmen that Reading join this project. Public Hearing, Notice of Intent, 26 Rear Summer Ave., DEP 270-454, RGB 2005-27 Present: Libby Wallis, Lisa Mead, Kevin Fulgoni, Michele Sateriale Ms. Wallis presented site plans, watershed size analysis. Ms. Mead commented on other decisions from DEP related to perennial stream determinations. The Commission asked questions, reviewed photos. Ms. Mead presented a revised plan showing Conservation Restriction boundaries and stated that public access could be provided. Ms. Fink reviewed her memo and distributed a memo from the Town Engineer. Mr. Maughan moved, Mr. Greene seconded, to continue the hearing to November 16, 2005 at 8:30 PM. Vote 5-0. Minutes, Reading Conservation Commission, October 26, 2005 Public Hearing, Notice of Intent, Kylie Drive Subdivision, RGB 2005-41 The hearing was postponed to November 16, 2005 at 7:30 PM at the request of the applicant. Public Meeting, Request for Determination of Applicability, 141 Eastway, RGB 2005-42 Present: James Sirwatki, James and Nora Strack Mr. Sirwatki present plans for ledge removal, grading, and landscaping to address drainage problems at the house foundation. The Commission asked questions and reviewed draft Findings and Conditions. Mr. Maughan moved, Mr. Greene seconded, to issue a negative Determination with the Findings and Conditions as drafted. Vote 5-0. Public Hearing, Abbreviated Notice of Resource Area Delineation, 186 Van Norden Road, RGB 2005-43 Mr. Hecht recused himself as an abutter. Present: Libby Wallis, Peter Cunningham, several abutters. Ms. Wallis presented site plans showing boundaries for two wetland areas that she described as isolated. She also noted a channel in the front yard where water sometimes flows from the site into a pipe at Landers Road. The Commission reviewed site visit reports and asked whether channel connects to either wetland. Ms. Wallis did not know. Abutters asked whether any work was proposed and reported areas where they have observed standing water. Mr. Finch moved, Mr. Greene seconded; to continue the hearing to November 16, 2005 at 7:45 PM. Vote 5-0. Public Hearing, Notice of Intent, 21 Buckingham Drive, RGB 2005-44 Present: Michele Pavao, Wendell Holmes Ms. Pavao presented plans for an in-ground swimming pool and retaining wall. The Commission reviewed site visit reports and asked questions about the design, wetlands boundaries, recent tree cutting and landscaping, and other concerns. Ms. Fink presented a memo and a letter from an abutter. The Commission asked for a detailed, surveyed site plan. Mr. Finch moved, Mr. Greene seconded, to continue the hearing to November 30, 2005 at 7:30 PM. Vote 5-0. Old/New Business: Site visit protocol The Commission reviewed a draft protocol. Mr. Finch moved, Mr. Greene seconded, to adopt the protocol. Vote 5-0. Minutes, Reading Conservation Commission, October 26, 2005 Mr. Maughan left the meeting. 1 General Avenue, DEP 270-428, RGB 2004-22 The Commission reviewed the status of work on the site and topics for discussion during the next site visit. Scotland Road, ROLT Land The Commission made plans for a clean-up day at the site. Reading Memorial High School, DEP 270-416, RGB 2003-51 The Commission reviewed the status of work on the site and topics for discussion during the next site visit. Barrows. School, DEP 270-414, RGB 2003-49 The Commission reviewed the status of work on the site and topics for discussion during the next site visit. Wood End School, DEP 270-241, RGB 2000-8 The Commission reviewed the status of work on the site and topics for discussion during the next site visit. A new application is expected for sidewalk improvements soon. 40 Sunset Rock Lane, Enforcement Order Work has not been done as ordered. The Commission asked Ms. Fink to work with Town Counsel on court action. 337 Ash Street, Enforcement Orders A site visit will be scheduled on November 7, 2005. 25 Pinevale Avenue, Enforcement Order Ms. Fink will contact the owner about the status of work. Pondview Lane Subdivision, DEP 270-345, RGB 2000-52, and Enforcement Order The Commission reviewed site visit reports. A letter will be sent to David Murray. Mr. Goldy moved, Mr. Greene seconded, to issue a Partial Certificates of Compliance for Lot 5. Vote 4-0. 256 Grove Street - Notice of Violation Site visits will be arranged. 306 Main Street The Commission reviewed a letter from Tyree concerning the schedule of work. Adams Way, DEP 270-333, RGB 2000-8 The Commission reviewed the lack of response from the developer to all attempts to communicate. Minutes, Reading Conservation Commission, October 26, 2005 Mr. Goldy moved, Mr. Greene seconded, to approve the use of the surety to install ZNV markers, prepare a surveyed as-built plan, and finish other work as needed. Vote 4-0. Dermitive Subdivision Plan at 15 Avon Street and 335 Main Street Ms. Fink reported a recent design review team meeting and soils tests. A Notice of Intent is expected soon. Minor Projects: 98 Pine Ridge - Mr. Greene moved, Mr. Finch seconded, to approve a Minor Project Permit. Vote 4-0. 72 Glenmere - Mr. Greene moved, Mr. Finch seconded, to approve a Minor Project Permit. Vote 4-0. 7 Leaning Elm - Mr. Greene moved, Mr. Finch seconded, to close the Minor Project Permit file. Vote 4-0. 15 B Street The Commission signed an Amended Order of Conditions suitable for recording in Land Court. 410 Franklin Street A site visit is scheduled with the owners on November 8, 2005. 1481 Main Street Ms. Fink gave a site visit report. The Selectmen will discuss possible purchase during their next meeting. 1364 Main Street, Wingate Work has not progressed per schedule. A letter will be sent with a warning about possible fines. Willow Street Reconstruction Ms. Fink reported a site visit and is working with Town Engineer on plan to restore stream banks. 15 Timothy Drive The Commission reviewed a letter sent by the Selectmen to the owner concerning structures in the street right-of-way.
