HomeMy WebLinkAbout2005-11-16 Conservation Commission MinutesMinutes, Reading Conservation Commission, November 16, 2005 Minutes of the Reading Conservation Commission CLERK Selectman's Meeting Room Town Hall VAG- Novembe r16, 2005 R,kSS Present: Bill Hecht, Becky Longley, Will Finch, Doug Greene, wke wordy (apt 7:30), Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Scotland Road - Reading Open Land Trust lot Present: Tom Connery, Nancy Eaton, Bob Nordstran, Sandy Matathia - ROLT Board members The Commission and the Board members discussed development potential and constraints on the Scotland Road lot, as well as other potential land acquisition sites where mitigation might be provided for wetlands impacts. Mr. Goldy arrived. Public Hearing, Notice of Intent, Kylie Drive Subdivision (150, 160 and 166 Wakefield Street), DEP 270-462, RGB 2005-41 Present: John Ogren, Brad Latham, for Deer Run Developers, Inc. Mr. Ogren presented site plans for an 8-lot subdivision. Ms. Fink presented a memo. Discussion included 21E study, disposition of Lot A, drainage easements and covenants, drainage design details, groundwater characteristics. Mr. Greene moved, Mr. Finch seconded to continue the hearing to November 30, 2005 at 8:15 PM. Vote 5-0. Public Hearing, Abbreviated Notice of Resource Area Delineation, 186 Van Norden Road, DEP 270-463, RGB 2005-43, wetlands boundaries Mr. Hecht recused himself as an abutter. Present: Libby Wallis, Peter Cunningham The Commission reviewed a drainage plan from DPW archives concerning stream channel connection to wetland south of house. Ms. Fink reported site visit with Fire Department to examine underground tank, identified as heating oil tank. Fire Department has not record of installation. Abutters asked questions about locations of site features. Several Commissioners want to inspect the site and will do so on November 27, 2005. Mr. Goldy moved, Mr. Greene seconded to continue the hearing to November 30, 2005 at 8:45 PM. Vote 4-0. Mr. Hecht returned to the meeting. Public Meeting, Request for Determination of Applicability,, 182 Van Norden, RGB 2005-45, Present: Mr. and Mrs. Recupero. Minutes, Reading Conservation Commission, November 16, 2005 Mr. Ricupero presented plans to demolish existing structures and build new ones. The Commission reviewed site visit reports, asked questions, and reviewed draft Findings and Conditions. Mr. Finch moved, Mr. Greene seconded, togrant a waiver of the 35-foot setback to allow the work as shown on the site plan in a previously developed area. Vote 5-0. Mr. Finch moved, Mr. Greene seconded, to issue a negative Determination with the Findings and Conditions as amended. Vote 5-0. Public' Hearing, Notice of Intent, 26 Rear Summer Ave., DEP 270-454, RGB 2005-27 The hearing was postponed to November 30, 2005 at 8:30 PM at the request of the applicant. Old/New Business: 37 Latham Lane, DEP 270-357, RGB 2001-20 Mr. Finch moved, Mr. Greene seconded, to issue a Certificate of Compliance. Vote 5-0. 248 Main Street, DEP 270-296, RGB 1997-35 Mr. Finch moved, Ms. Longley seconded, to accept the Grant of Conservation Restriction. Vote 5-0. Ms. Fink gave a site visit report. Some clean-up is needed before issuing a Certificate of Compliance and releasing the surety. 43 Latham Lane A letter will be sent to the owners concerning completion of work and ZNV planting. 1364 Main Street, DEP 270-387, RGB 2003-4 The Commission reviewed status of work and will follow up at their next meeting. Willow Street Reconstruction, DEP 270-456, RGB 2005-31 The Commission reviewed site visit reports. The stream banks need restoration and stabilization. They will ask the Town Engineer for a design. Pondview Lane Subdivision, DEP 270-345, RGB 2000-52 Mr. Finch moved, Mr. Greene seconded, to issue a Partial Certificate of Compliance for Lot 4. Vote 5-0. Walkers Brook Crossing, DEP 270-352, RGB 2001-1.4 The Commission reviewed site visit reports and determined that the work is finished and all vegetated areas, are stable. As-built plans and other documents are needed for Certificate of Compliance. Walkers Brook Drive - Roadway Reconstruction A meeting is set with Town Engineer and contractors to review status of work and punch list. Minutes, Reading Conservation Commission, November 16, 2005 3 Line Road, DEP 270-432, RGB 2004-27 Mr. Finch moved, Mr. Greene seconded, to issue a Certificate of Compliance. Vote 5-0. Ms. Longley moved, Mr. Greene seconded, to release the surety in the full amount of $5,000. Vote 5-0. 40 Sunset Rock Road, Enforcement Order A date is set in Woburn District Court on tickets not paid to date. The Commission will not issue additional tickets for lack of response until after that hearing. 337 Ash Street, Enforcement Orders The Commission reviewed a site visit report. Some work has been done but more remains, and tickets have not been paid. A letter will be sent including deadlines for actions to be taken. 25 Pinevale Avenue, Enforcement Order The Commission reviewed the status of work. A letter will be sent. 37 Pinevale Avenue A site visit will be scheduled by the Commission. 256 Grove Street, Notice of Violation The Commission reviewed the status of work. A letter will be sent. Reading Memorial High School, DEP 270-416, RGB 2003-51 The Commission reviewed a site inspection report. Wood End School, DEP 270-241, RGB 2000-8 The Commission reviewed as-built plans and will send a letter requesting an engineer's stamp and signature on the plans. The Commission will allow a temporary pervious materials to be added for sidewalks near the building for access this winter. Barrows School, DEP 270-414, RGB 2003-49 A letter was sent concerning status of work, but no answer has been received. 87 Walkers Brook Drive A report will be sent to the Selectmen concerning status of work on the site. Master Plan Commissioners will respond individually to questionnaires. Lots 8,9, 10, Pondview Lane A Notice of Intent is expected for on-going work, after expiration of the Order of Conditions for the subdivision. Minutes, Reading Conservation Commission, November 16, 2005 1 General Avenue ` The Commission reviewed site visit reports. The Commission received a Letter of Credit in the amount of $25,000 to secure the project. Mr. Greene moved, Ms. Longley seconded, to release the check previously received as surety in the full amount of $25,000. Vote 5-0. Minor Projects: 84 Martin Road - Mr. Finch moved, Ms. Longley seconded, to approve a Minor Project Permit for tree removal. Vote 5-0. 118 Belmont Street - Mr. Finch moved, Mr. Goldy seconded, to approve a Minor Project Permit for sidewalk construction. Vote 5-0. 1230 Main Street The Commission will pursue a violation for illegal dumping. Arcadia Road The Commission will inspect a site for possible acquisition as Conservation Land. The owner contacted Ms. Fink recently about a gift. 59 Dana Road The Commission reviewed a site visit report. Work is nearly completed. 63 Dana Road The Commission reviewed a site visit report. for driveway, retaining. wall, and drainage. Site work is not finished, and plans are needed Mr. Finch moved, Mr. Greene seconded, to authorize sign-off on occupancy. Vote 5-0. 75 Dana Road The Commission reviewed a site visit report. Work is complete. Mr. Finch moved, Mr. Greene seconded, to close the file. Vote 5-0. 141 Belmont Street The Commission reviewed a revised site plan for a farmer's porch. Mr. Finch moved, Mr. Hecht seconded, to accept the plan as an insignificant change. Vote 5-0. Meeting adjourned. 4
